On April 22, the 24h Mobile Program broadcast on VTV1 TV channel had a report reflecting on the organization of extra teaching and learning contrary to the regulations in Circular 29/2024 in Hanoi.
According to the reflection, a cultural training center on Chua Lang Street (Dong Da District) is teaching nearly 500 extra students. Almost all of the students come from a nearby public secondary school.
Informing the press on the morning of April 24, the Hanoi Department of Education and Training (DET) said that as soon as it received the feedback, the Department requested the Dong Da District Department of Education and Training to coordinate with PA03 Department - City Police and related units to check the information.
Accordingly, at 9:00 a.m. on April 23, the Department of Education and Training of Dong Da District, along with representatives of Department PA03 - Hanoi City Police, representatives of Lang Thuong Ward leaders, representatives of Lang Thuong Ward Police, inspected the activities of the Viet Nga Cultural Training Center, Facility 2 (address at No. 33, Lane 82, Chua Lang Street, Lang Thuong Ward, Dong Da District) according to the reflection.
Through the inspection, the working group determined: The Center was granted a certificate of business registration and business location registration issued by the Business Registration Office - Hanoi City Department of Planning and Investment (Certificate of registration of a single-member limited liability company No. 0108223548 issued on April 9, 2018; Certificate of business location registration No. 00001 issued on July 28, 2022).

The center has listed at the facility the location, form, and time for organizing extra classes and extra learning. The center has the records of 29 teachers participating in teaching and about 600 applications from students of all levels in junior high school. At the time the team came to check that there were no students in extra classes.
The working group determined that the Center still has some shortcomings and violations such as: Not posting at the extra-curricular institutions about the subjects that are organized for extra teaching time for each subject according to each grade, the list of extra-curricular teachers, the tuition fee before enrolling in extra-curricular classes according to the prescribed form.
The records of teachers teaching at the center lack 4 labor contracts; labor contracts do not fully include contents such as job position, working time...
The center has not yet presented documents related to monthly fee collection; has not yet presented fire prevention and fighting documents...
The Department of Education and Training of Dong Da District has also inspected the registration of teachers at Lang Thuong Secondary School to teach extra classes outside of school.
The inspection showed that the teachers had reported to the Principal about requesting extra teaching outside of school (according to the form prescribed in Circular No. 29/2024/TT-BGDDT); had signed a commitment to implement Circular No. 29/2024/TT-BGDDT; did not teach their regular students for fees. Teachers strictly perform the tasks assigned by the school and register to teach extra classes outside of the regular teaching period.
The inspection team has drawn up a record of the center's shortcomings and violations according to regulations; temporarily suspended the center's operations from 12:00 on April 23.
At the same time, the inspection team also requested the center to notify parents and fulfill financial obligations to parents when stopping school to ensure the rights of students.
The inspection team requested Lang Thuong ward to supervise the implementation of the Center's request to stop operations; requested the Department of Education and Training of Dong Da district to continue working with Lang Thuong Secondary School and schools in the district to strengthen strict implementation of the regulations of Circular No. 29/2024/TT-BGDDT.
Previously, on April 23, the Ministry of Education and Training sent a document to the Hanoi Department of Education and Training requesting inspection and verification of information related to extra teaching and learning in the city and strict handling of violations (if any) according to regulations; report the handling results to the Ministry of Education and Training in writing before April 30.
