This Decision applies to those who teach extra classes and those who take extra classes; organizations and individuals who organize extra classes and extra learning (collectively referred to as extra classes) in Hanoi and related organizations and individuals.
The draft decision clearly states that for extra teaching and learning activities in schools, the cost of organizing extra teaching and learning uses state budget sources and other legal funding sources according to the provisions of law.
For extra teaching and learning activities outside of school, the collection, management and use of extra tuition fees shall comply with the provisions of Clause 2 and Clause 3, Article 7 of Circular No. 29/2024/TT-BGDDT dated December 30, 2024 of the Minister of Education and Training regulating extra teaching and learning.
Inspection and examination of extra-curricular teaching activities shall be carried out in accordance with the provisions of Article 15 of Circular No. 29/2024/TT-BGDDT. Regarding the responsibility of tutoring institutions, it is necessary to implement the regulations on tutoring and extra learning in Circular No. 29/2024/TT-BGDDT and other relevant legal provisions. At the same time, ensure the conditions for facilities for extra teaching, comply with current legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting.
