Hanoi solicits opinions on regulations on extra teaching and learning
The Hanoi People's Committee is seeking public opinion on the draft decision regulating extra teaching and learning in the city. The draft refers to the management of activities, use of funds, inspection and handling of violations related to extra teaching and learning. The regulation applies to teachers and tutors, facilities organizing this activity and related organizations and individuals.
The draft clearly states the responsibility of principals in organizing and managing extra teaching and learning in schools, including planning, reporting, allocating funding, and managing teachers who participate in extra teaching outside of school.
Extra teaching institutions are only allowed to operate when they meet the requirements according to the law, must ensure facilities, comply with regulations on working hours, safety, fire prevention and fighting, etc. After registering for business, they must notify the People's Committee at the commune level and conduct periodic or surprise reports to the education management agency. Additional teaching time for Principals and Vice Principals
From July 1, 2020, according to the Law on Cadres, Civil Servants and the amended Law on Public Employees, Principals and Vice Principals of public schools are no longer civil servants but management officials. They are appointed for a term, receive position allowances and work 40 hours/week like other civil servants under the code V.07 (class I, II, III).
Because they have worked 40 hours/week during office hours, Principals and Vice Principals are not allowed to teach extra classes and earn money during working hours. If there is a need for extra teaching after hours, they must comply with regulations on extra teaching, not violating official working hours. Principals and vice principals of public schools in Ho Chi Minh City must survey their English proficiency
The Ho Chi Minh City Department of Education and Training has conducted an English proficiency survey for managers ( principals, deputy principals) and teachers of public schools from primary to high schools in the area. The survey consists of 3 skills: listening, reading, writing according to the CEFR (A1-C2) framework, taking place in 90 minutes, taking place from April 23-29.

The truth about the case of lowering student conduct for not turning off electrical equipment
On April 22-23, social networks spread information that parents of Dong Linh Primary School were upset because the homeroom teacher of class 5D asked them to write a report regarding students not turning off their electrical equipment during recess. Public opinion believes that this request is unreasonable, especially in hot weather conditions.

Mr. Cao Ngoc Nam - Principal of the school affirmed that the information reflected by parents was somewhat inaccurate. I myself did not instruct the teacher to ask parents to write a report, nor did I lower the student's conduct for not turning off the electrical equipment".
The incident arose from the on-duty teacher discovering that a 5D class student did not turn off the power during recess and reporting internally.
