On September 21, Mr. Phan Quoc Thanh - Vice Chairman of Phuc Trach Commune People's Committee - said that there is currently a difference in professional preferential allowances between teachers working in areas far from the center, with difficult travel in Huong Lien commune (old), now Phuc Trach commune, and teachers working in Huong Khe town (old), now Huong Khe commune.
Accordingly, teachers working in Phuc Trach commune are entitled to a 45% professional preferential allowance, while teachers working in Huong Khe commune are entitled to 60% because Huong Khe commune is a border commune. This difference makes many teachers working in areas far from the center of Phuc Trach commune worried.
Mr. Phan Quoc Thanh said that finding solutions to ensure allowances for teachers working far from the center of Phuc Trach commune will be very difficult, because this policy is related to the State's regulations on border communes, while Phuc Trach commune is not a border commune.
According to Mr. Thanh, if Ha Tinh province has a policy to adjust administrative boundaries in the near future, the locality can advise in the direction of transferring Huong Lien commune (old) to Huong Xuan commune so that this area belongs to the border commune. Currently, Huong Xuan commune is a border commune.
If this plan is implemented, the rights of teachers working in the old Huong Lien commune will be better guaranteed. At the same time, secondary school students here also have conditions to enjoy the policy of eating and staying in the Huong Xuan Inter-level Boarding Primary and Secondary School, which is being built and is expected to be completed in the 2027 - 2028 school year.
Previously, on September 19, Lao Dong Newspaper published an article "Teachers' thoughts on the difference in professional preferential allowances".
The article reflects that many teachers working at Phuc Trach Kindergarten and Primary School branch 2 (belonging to the old Huong Lien commune) feel that when working in difficult areas, 25-30 km from the commune center, they only receive a 45% professional preferential allowance. Meanwhile, colleagues working in favorable areas belonging to the old Huong Khe town receive a level of 60%.
The reason is that after merging Huong Khe town with Phu Gia and Huong Long communes, the new area became Huong Khe commune, which is a border commune.
Applying Decree 182 dated May 22, 2026 of the Government "Regulations on professional preferential allowances for teachers, educational institution managers and educational support personnel working in public educational institutions", preschool and primary school teachers working in areas not belonging to border communes are only entitled to a professional preferential allowance of 45%.
Faced with the above reality, teachers hope that functional sectors will consider and have appropriate solutions to ensure their rights, helping them feel secure in their work and contribute in areas far from the center, which are still facing many difficulties.
