The whole country currently has 705 commune-level HCs that do not meet standards.
For some commune-level administrative units currently of small scale, not ensuring the prescribed standards and development room, the Central Government does not narrow down or rigidly impose them, but allows localities to conduct thorough reviews.
According to the direction in Conclusion No. 76-KL/TW, the proposal to merge or adjust administrative boundaries should only be implemented when truly necessary, based on a comprehensive assessment of economic, social, cultural and local characteristics.

In Hai Phong, on September 18, Hai Phong City e-Portal said that the City People's Committee has issued Decision No. 3772/QD-UBND on the establishment of a Working Group to review and study the arrangement of commune-level administrative units in Hai Phong City.
The working group is headed by Mr. Dao Trong Duc - Member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee; Ms. Sai Thi Yen - Member of the City Party Committee, Director of the Department of Home Affairs as Deputy Head.
The working group has the task of assisting the City People's Committee in reviewing, researching and developing plans for arranging commune-level administrative units in the city (if any), reporting to competent authorities for consideration and direction according to regulations.
At the same time, advise and coordinate with central ministries and sectors in researching and proposing typical core-level UA models.
The working group guides the People's Committees of communes, wards, and special zones to review the current situation and propose plans for arranging commune-level administrative units (if any); summarize the situation and implementation results, periodically or unexpectedly report to the Chairman of the City People's Committee according to regulations and requirements.
Previously, the city also issued a plan to deploy the review, research, and arrangement of commune-level administrative units in the city.
In Khanh Hoa, this locality has also established a working group to research and develop a plan to continue arranging commune-level administrative units in the province.
According to the decision, Mr. Nguyen Thanh Ha - Vice Chairman of the Provincial People's Committee, is the Head of the Task Force; Director of the Department of Home Affairs is the Deputy Head of the Task Force. Members of the Task Force include representatives of leaders of units such as the Provincial Military Command, Provincial Police, Department of Ethnic Minorities and Religions, Chief of Office of the Provincial People's Committee and leaders of relevant departments and agencies such as the Department of Finance, Department of Construction.
The working group has the task of assisting the Provincial People's Committee in researching and developing a plan to continue arranging commune-level administrative units in the area, reporting to competent authorities for consideration and direction.
After arrangement, Khanh Hoa province has 65 commune-level UAs, including 48 communes, 16 wards and 1 special zone.
Previously, on August 26, Lang Son Provincial People's Committee issued Decision No. 1587/QD-UBND on establishing a working group to study and develop a plan to arrange and adjust the administrative boundaries of communes and wards.
