The Ministry of Home Affairs is assigned to urgently develop documents guiding the arrangement of commune-level administrative units for localities that really have needs.

The Government Office has document No. 475/TB-VPCP dated September 11, 2026, announcing the conclusion of Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra at the meeting on the situation of task implementation in 8 months of 2026, directions, key tasks for the last months of 2026 and expected key tasks for 2027 of the Ministry of Home Affairs.

According to the concluding notice, Deputy Prime Minister Pham Thi Thanh Tra requested the Ministry of Home Affairs to focus on implementing key tasks in the last 4 months of 2026 as follows:

Regarding perfecting institutions and advising on the implementation of tasks assigned by competent authorities, the Ministry of Home Affairs advises the Party Committee of the Government and the Government to prepare well the dossiers of Projects to be submitted to the 4th Conference, the 5th Conference of the 14th Party Central Committee, including: National Strategy Project on attracting, valuing and developing talents in key industries and fields to serve the country's rapid and sustainable development; Project on reforming salary policies and social insurance.

Complete the model of commune-level administrative units with core and typical characteristics, report to the Government Party Committee to report to the Politburo according to regulations, and complete before September 15, 2026.

Develop the Project "Self-management model in residential communities suitable for the arrangement of villages and residential groups and the requirements of the new situation", report to the Politburo and the Secretariat in September 2026.

Promptly develop guiding documents: (1) Arrange commune-level administrative units according to Conclusion No. 76-KL/TW for localities that really have needs, associated with orientations on forming core and typical commune-level administrative units; (2) Establish a model of commune-level urban administrative unit based on the actual situation of localities; complete in September 2026.

Organize the appraisal of the project to establish commune-level urban administrative units for localities that have completed dossiers, ensuring that they fully meet the conditions and standards according to regulations, submit to the Government and complete and submit to the National Assembly Standing Committee in October 2026.

Regarding the field of organizational structure and staffing, the Ministry of Home Affairs focuses on developing a project on the organizational framework of agencies and units in the state administrative system from central to provincial and commune levels in accordance with positions, functions, tasks, powers, sectors, fields, and localities, to be completed in September 2026.

Urgently complete the following tasks before September 15, 2026:

(1) Advising the Standing Committee of the Government Party Committee to issue decisions to assign personnel in 2026 to agencies, units, and organizations under its management according to the exact number of personnel assigned by the Politburo in Decision No. 191-QD/TW;

(2) Develop and complete the Report of the Government Party Committee on the implementation of the staffing project for the 2027-2031 period and send it to the Central Organization Committee according to regulations.

Preside over urging ministries and ministerial-level agencies to implement the arrangement of non-business units under ministries and ministerial-level agencies, to be completed in December 2026.
