The thoughts of teachers working in difficult areas
A teacher currently teaching at Phuc Trach Primary School branch 2 (formerly Huong Lien Primary School, located in Huong Lien old commune, now belonging to Phuc Trach commune) said that she is a teacher working far from home, in a difficult area.
The house is 25km from school, the road is narrow, winding, and has many slopes. Because she is raising a young child, every day, after the lesson ends, she still has to return home to take care of and tutor her child.
Traveling a long distance, many passes and slopes makes it both hard and costly for gasoline.
However, because the old Huong Lien commune merged with Phuc Trach and Huong Trach communes into the new Phuc Trach commune, this area does not belong to a border commune. Therefore, according to Decree 182 dated May 22, 2026 of the Government "Regulations on professional preferential allowances for teachers, educational institution managers and educational support personnel working in public educational institutions", she is only entitled to a 45% professional preferential allowance.
Meanwhile, teachers working in a favorable area, which is the old Huong Khe town, now belonging to Huong Khe commune, are entitled to a 60% professional preferential allowance. The reason is that the old Huong Khe town merged with Phu Gia and Huong Long communes into Huong Khe commune - which is a border commune.
According to the female teacher, the fact that she does not belong to a "border commune" has caused her professional preferential allowance to be only 45%, while the cost of gasoline and travel is about 2 million VND per month.
Similarly, a teacher at Phuc Trach Kindergarten branch 2 (located in the old Huong Lien commune) said that she is entitled to a 45% professional preferential allowance. Meanwhile, teachers working in some favorable locations in Huong Khe commune are entitled to 60% because they belong to a border commune.
According to the female teacher, this disparity makes many teachers working far from home in areas far from the center, facing many difficulties in Phuc Trach commune, worried.
Hoping to consider and ensure reasonableness
On September 19, Ms. Dinh Thi Thanh Hoa - Vice Principal of Phuc Trach Kindergarten, former Principal of Huong Lien Kindergarten - said that currently some teachers working at Phuc Trach Kindergarten branch 2 have concerns about professional preferential allowances.
According to Ms. Hoa, branch 2 is located in the old Huong Lien commune, which is a remote area from the center of the old Huong Khe district. However, officials and teachers working here only receive a 45% professional preferential allowance.
Meanwhile, people working in favorable areas in the old Huong Khe town, now belonging to Huong Khe commune, are entitled to a 60% professional preferential allowance.

Ms. Hoa hopes that superiors will consider solutions to ensure that allowances for teachers working in areas far from the center and facing many difficulties will be received commensurately, so that they can feel secure in their work and contribute.
Mr. Duong Ngoc Hoang - Chairman of Phuc Trach Commune People's Committee - said that in reality, there is a difference in professional preferential allowances between teachers working in difficult areas, far from the old Huong Lien commune center, now Huong Lien village, Phuc Trach commune, and teachers working in the old Huong Khe district center, now Huong Khe commune.
According to Mr. Hoang, the locality can only encourage teachers to feel secure in their work. When there are petitions from teachers or written petitions from schools, the locality will summarize and report to higher levels.
