Vice Chairman of Hai Phong City People's Committee requested the Department of Education and Training, People's Committees of communes, wards, and special zones to implement initial enrollment according to their authority and functions according to current regulations on decentralization of management in the field of education. Primary and secondary school enrollment must ensure that all children and students of the age group have access to basic general education and complete the task of universal education; enrollment is not based on commune-level administrative boundaries.
The Department of Education and Training guides agencies and units to implement enrollment at the beginning of primary and secondary school, ensuring strict implementation of the regulations in Circular No. 30/2024/TT-BGDĐT dated December 30, 2024 of the Ministry of Education and Training. Along with that, continue to unify the online submission of applications through the city's General Admissions Portal; ensure transparency, objectivity, fairness, seriousness and convenience, reducing administrative procedures for parents.
The Department strengthens digital transformation in education management; applies GIS and artificial intelligence (AI) digital maps to accurately determine residential areas, ensures sufficient school places, avoids overload; ensures that 100% of students of enrollment age at all levels of education are reviewed and fully updated information on the City's Enrollment Portal (including universal admission subjects).
People's Committees of communes, wards, and special zones direct the enrollment work of units under their management in accordance with regulations, paying attention to reviewing the actual situation of facilities and schools in the area. At the same time, coordinate with adjacent communes and wards to regulate students between localities, not according to administrative boundaries; prioritize creating conditions for students to study near their current residence. Along with that, maintain the minimum enrollment number at educational institutions to ensure teaching quality and educational activities.
Localities are responsible for approving enrollment plans in localities according to regulations; direct schools to ensure human resources, facilities and equipment to serve enrollment work; comply with the guidance of the Department of Education and Training on time frames, implementation procedures, methods of connecting and synchronizing data with the city's General Enrollment Portal, ensuring uniformity throughout the city.
