Hai Phong strictly prohibits soliciting parent donations after storm No. 3

The Department of Education and Training of Hai Phong City has just directed to strengthen the management of revenues in the field of education and training for the 2024-2025 school year after storm No. 3.

According to the Hai Phong Department of Education and Training, storm No. 3 (storm Yagi) caused damage in many provinces and cities of Hai Phong right at the beginning of the 2024-2025 school year. To avoid pressure on parents in the context of overcoming the consequences and damage caused by storm No. 3, the Department of Education and Training requested the People's Committees of districts to coordinate and direct the facilities under their management; request educational facilities under the Department to strictly implement the regulations on public disclosure of tuition fees and other revenues as prescribed in Circular No. 09/2024/TT-BGDDT dated July 19, 2024 of the Ministry of Education and Training regulating the implementation of publicity in the activities of educational facilities in the national education system.

In particular, special attention is paid to the principal's responsibility in seriously organizing and directly chairing the school's parent-teacher meeting at the beginning of the school year to publicize and explain the revenues, especially the services serving and supporting educational activities according to Resolution No. 08/2023/NQ-HDND dated December 8, 2023 of the City People's Council; revenues from extra teaching and learning activities; joint teaching; collection and purchase on behalf;...

The Department strictly prohibits the use of the name of the Parents' Representative Board of a class or school to collect fees other than those specified in Circular No. 55/2011/TT-BGDDT dated November 22, 2011 of the Ministry of Education and Training. In particular, the operating budget of the Parents' Representative Board must not be used for the following purposes: "Protecting school facilities, ensuring school security, supervising students' vehicles, cleaning classrooms, cleaning schools, rewarding school administrators, teachers and staff, purchasing machinery, equipment and teaching aids for schools, classes or for school administrators, teachers and staff, supporting management work, organizing teaching and learning and educational activities, repairing, upgrading and constructing new school facilities" (Point b, Clause 4, Article 10, Circular 55.

In the context of people facing difficulties after storm No. 3, schools do not organize to mobilize sponsorship from parents. The mobilization, reception, management and use of other sources of aid and sponsorship must comply with the provisions of Circular No. 16/2018/TT-BGDDT dated August 3, 2018 of the Ministry of Education and Training on sponsorship for educational institutions in the national education system and Official Dispatch No. 6341/UBND-VX dated September 10, 2021 of the City People's Committee on guidelines for the implementation of Circular No. 16/2018/TT-BGDDT.

Units should review and grasp the situation to promptly support, exempt, and reduce fees for students in difficult circumstances. At the same time, extend and postpone the collection time; do not collect monthly and semester fees at once; do not collect multiple fees at the same time.

Private educational institutions strictly implement regulations on declaring service prices; publicly announce and agree on tuition fees and other school fees with parents. In particular, absolutely do not arbitrarily increase tuition fees and other fees. At the same time, be proactive and responsible in implementing support and exemption policies for students in difficult circumstances.

The Department of Education and Training requested the People's Committees of districts to direct the strengthening of state management, organize inspections and checks on the implementation of revenue and expenditure in educational institutions in the area; not to allow violations to occur, causing public outrage; and strictly handle violations under their management authority.
