3 localities proposed by Hai Phong as special-class commune-level administrative units

Hai Phong - On August 10, the City People's Committee worked with the Central Inter-sectoral Working Group to appraise the Project on classifying special-class commune-level administrative units.

In 2 days, August 9th and 10th, the inter-sectoral working group surveyed the actual situation of socio-economic development, urban infrastructure and the level of meeting the standards of special-class commune-level administrative units in Cat Hai special zone, Hai An ward and Dong Hai ward.

Special-class commune-level administrative units are classification models for localities with special geographical locations, large population sizes, rapidly developing urban-industrial infrastructure or playing important strategic roles in national defense, security and marine economy. This classification aims to accurately recognize the position, scale and create an important legal basis for the city to promote stronger decentralization and delegation of power, helping grassroots authorities to proactively mobilize resources, improve state governance capacity and promptly resolve issues arising in the area.

According to a report from the Department of Home Affairs, the localities selected to propose all hold important positions and dynamic roles in the city's development chain. In which, Cat Hai special zone has a natural area of 298.45 km2, a converted population of 85,340 people, possesses world natural heritage, the Lach Huyen international seaport system and is a key area for national defense - security. Hai An ward has an area of 22.23 km2, a converted population of 116,329 people, owns Cat Bi International Airport and connects 5 types of transportation. Dong Hai ward has an area of 53.16 km2, a converted population of 108,560 people, is an industrial infrastructure center, seaport and logistics. All 3 localities fully meet the standards and criteria for classification according to legal regulations.

Speaking to direct at the working session, Deputy Minister of Home Affairs Truong Hai Long affirmed that Hai Phong's selection of 3 units including Cat Hai (special unit/island district) and Hai An, Dong Hai (2 adjacent urban units) is completely consistent with the city's continuous urban space - seaport - logistics - marine economy development planning chain.

The Deputy Minister of Home Affairs said that the classification of administrative units in the new phase is the basis for the city to decentralize, authorize and innovate effective management thinking. Therefore, it is requested that the Local Government Department (Ministry of Home Affairs) closely coordinate with the Hai Phong Department of Home Affairs to soon complete the dossier, standardize data on population size, budget revenue, clean water and accurately calculate scores to submit to the Minister of Home Affairs for synchronous approval.

Vice Chairman of the City People's Committee Nguyen Minh Hung assigned the Department of Home Affairs to preside over and coordinate with relevant departments, branches and 3 localities to receive all opinions of the Working Group; urgently review, supplement explanations, and complete the system of statistical tables and supporting documents to ensure accuracy and consistency to submit to the Ministry of Home Affairs for appraisal as soon as possible.
