Educational institutions promptly and fully organize full-time parents' meetings of each class during the school year according to current regulations. In meetings, it is necessary to ensure complete information, two-way exchange, and allocate adequate time for parents to speak and contribute opinions, not to organize in an imposing, one-way manner.
The meeting content ensures practicality, publicity, transparency, and suitability for each period. For the early school year meeting, in addition to the contents as prescribed, it is necessary to ensure that there are contents to disseminate and thoroughly grasp the regulations on extra classes and tutoring; semi-boarding organization, food safety; and fees as prescribed.
The collection and spending of operating expenses (voluntary support items) of the Parents' Representative Board shall be carried out on the principle of voluntariness, without coercion, without binding mobilization; without stipulating the average level of support funds or the minimum level of support for parents; without linking support with the results of evaluation, classification, commendation, and discipline of students; without taking advantage of meetings, the name of the Parents' Representative Board to mobilize and collect expenses that do not directly serve the activities of the Representative Board, expenses under the school's responsibility, state budget, or outside regulations.
The parent meeting does not decide or generate contributions or financial obligations to parents in any form. The minutes of the parent meeting must fully reflect the content and progress of the meeting, especially the opinions of parents; the receipt, use, and public disclosure of voluntary support implemented according to regulations must be clearly stated in the minutes as a basis for public disclosure and explanation when necessary.
