According to Hai Phong Department of Education and Training, at present, the use of mobile phones, receiving and broadcasting equipment in educational institutions in the area still has many inadequacies, affecting the quality and effectiveness of teaching and learning.
In order to rectify and remedy this situation, the provincial-level Departments of Education and Training are requested to base themselves on practical conditions to guide in detail the management of mobile phones and radio and television receivers and transmitters of students before entering the first class period (managing each class period) and send back mobile phones and radio and television receivers and transmitters to students after the end of the last class period in their classes or schools.
Students are only allowed to bring cell phones, receivers and broadcasters into the classroom for use during the class hours that require the use of cell phones, receivers and broadcasters and are allowed by the teacher.
Schools shall urge, inspect and supervise students to strictly comply with the provisions of Circular No. 32 of the Ministry of Education and Training "students are not allowed to use mobile phones and other devices while studying in class not serving the learning and not permitted by teachers".
The Department of Education and Training also requested schools to propagate for parents to accompany the school and teachers in caring, encouraging, reminding and managing students to use mobile phones, receiving and broadcasting equipment for the right purposes and regulations.
Principals of schools and directors of vocational education and continuing education centers shall take responsibility for violations.
