According to the plan, the training content includes training to improve the standard level trained according to the Education Law, specifically: preschool teachers trained from intermediate level to college level; primary and secondary schools trained from college level to university level.
Training teachers is still lacking at the preschool level according to the assigned payroll and teachers are still lacking in new subjects for general education and continuing education: preschool teachers trained at college/university level; primary, secondary, high school, continuing education trained at university level.
Regarding the content of training, the city focuses on training contents and topics to meet the requirements of Resolution 71-NQ/TW dated August 22, 2025 of the Politburo, other guiding documents of the central and local levels. Training on digital transformation, application of information technology and artificial intelligence (AI) in teaching and learning; training in management, leadership and organization of educational activities for the team of educational institution managers to meet the requirements of the new era; fostering strategic leadership skills according to the digital education model and integrating artificial intelligence (AI) in school governance for the team of educational institution managers; fostering and improving the capacity of modern, autonomous school management and administration, building school culture and developing a team to meet the requirements of breakthroughs in education and training development.
The plan also clearly states the implementation roadmap. Accordingly, from 2026-2028, the city will train to improve the standard level of training for 100% of management staff and teachers of school age. Public kindergartens; private and semi-public schools, teachers trained from intermediate to college level: 544 teachers (including: 67 public kindergarten teachers, 477 management staff, teachers of private and semi-public kindergartens). Primary and secondary schools, training from college level to university with 275 primary school teachers, 196 secondary school teachers. Total estimated cost 30,908,655,000 VND (10,302,885,000 VND in 2026, 206,770,000 VND in 2027).
Training teachers who are still lacking at the preschool level according to the assigned payroll and teachers who are still lacking in new subjects for general education and continuing education is implemented from 2027 to 2030 with an estimated budget of 285,492,768,000 VND. In which, training a total of 1,166 teachers specifically for each level of education is as follows (preschool: 576 teachers with college/university degrees; 250 primary school teachers with university degrees, secondary school 270 teachers with university degrees, high school 50 teachers with university degrees; 20 continuing education teachers).
Regarding training, in 2026, Hai Phong City organizes training for 10 contents and topics with an estimated budget of: 42,812,000,000 VND. In 2027, it organizes 8 contents and topics with an estimated budget of: 26,760,000,000 VND. In 2028, it organizes training for 9 contents and topics with a budget of: 29,51,000,000 VND. In 2029, it organizes training for 7 contents and topics; estimated budget: 21,560,000,000 VND. In 2030, it implements 8 contents and topics with an estimated budget of: 22,560,000,000 VND. The total training budget for the period 2026-2030 is 143,202,000,000 VND from the annual budget of the city budget according to the provisions of the State Budget Law; funds of management agencies, public non-business units, teacher employers and educational institution administrators. At the same time, from socialized funds, support from individuals and organizations at home and abroad and from legal revenue sources at agencies and units.
The total estimated cost for implementing the training and fostering plan to improve the qualifications and capacity of teachers and educational administrators in the period 2026-2030 is 459,603,423,000 VND.
