Hanoi - City Police share AI camera information with Commune and Ward People's Committees to promptly extract images and conduct "cold fines" for littering violations.

Vice Chairman of Hanoi People's Committee Nguyen Xuan Luu has just signed and issued Official Dispatch No. 1342/UBND-TMĐT on strengthening environmental sanitation assurance in Hanoi City.

According to the content of the official dispatch, the City People's Committee assigned the People's Committees of communes and wards to strictly implement the collection, transportation, and treatment of domestic waste in the area to ensure compliance with the procedures and norms issued according to Decision No. 50/2025/QD-UBND and Decision No. 87/2025/QD-UBND of the City People's Committee.

Seriously implement the pilot time for collecting and transporting domestic solid waste in wards according to document No. 498/UBND-NNMT of the City People's Committee; collect all garbage, absolutely do not let garbage accumulate during the day.

Organize propaganda and mobilization for people and households to keep domestic waste in the right places, at the right time for waste collection; legal regulations on environmental protection.

Violations of littering causing environmental unsanitary conditions outside the prescribed hours need to be monitored and strictly handled by forces. Publicize violating individuals and units in the mass media. At the same time, it is necessary to set examples of typical units and individuals who have well implemented environmental sanitation work.

Review and rearrange garbage collection points; clean up unsanitary points; immediately remove cranes encroaching on pedestrians' walkways and roads, causing traffic jams, causing environmental unsanitary conditions and urban aesthetics. Proactively review and supplement collection points, domestic solid waste transfer stations, and construction solid waste transfer and treatment points serving the inner commune according to decentralization into the commune's planning; at the same time, urgently allocate budget to implement investment and upgrade locations suitable to the source waste classification plan in the area; complete before December 31, 2026.

Strengthen inspection and supervision of units maintaining environmental sanitation for the collection and transportation of domestic waste in the area; strictly handle violations of waste collection and transportation in the managed area that are not in accordance with regulations (especially acts of collecting and transporting domestic waste in the wrong locations and time, gathering collection vehicles causing traffic congestion during peak hours; vehicles collecting and transporting domestic waste that do not ensure safety and environmental sanitation.

The City Police coordinate with city departments, branches and related units to regularly patrol, inspect, control, and handle vehicles collecting and transporting domestic waste that do not ensure safety and environmental sanitation; transporting construction materials, construction waste, mud that do not meet technical requirements; violating traffic safety, not covering, causing spillage, environmental pollution; construction works violating regulations on environmental sanitation.

Along with that, the City Police shared AI camera information with departments, branches, and commune and ward People's Committees to promptly extract images and conduct "cold fines" for acts of littering, transporting, and illegally dumping waste in violation of regulations.
