The Vice Chairman of the City People's Committee assigned the Department of Culture, Sports and Tourism to complete the Project, report to the City People's Committee to submit and request the Party Committee of the City People's Committee to report to the Standing Committee of the City Party Committee on the policy of approving the Project; complete before April 5, 2026. In which, clearly define the goal of developing grassroots football; set specific targets to strive for (such as: number, subjects to access and play football, sectors organizing football teams, football tournaments; number of annual grassroots football tournaments... ).
For professional football, Hai Phong maintains the top 5 professional clubs in the national football championship. By 2035, Hai Phong will form and maintain the operation of 2 teams. At the same time, supplement the goal of developing women's football and futsal football; supplement the goal of organizing international tournaments in Hai Phong, attracting famous international players, annually attracting 1-2 teams from countries and cities with cooperative relations with the city to exchange and compete in Hai Phong; towards hosting football within the framework of SEA Games in Hai Phong.
The Department reviews the current situation, proposes to attract socialized sources to upgrade, manage, and effectively use the facilities of existing sports facilities in localities in the city. Along with that, research and supplement new locations proposed to be used as sports facilities in the city; supplement content related to propaganda to serve football development; policies for football athletes in the next period (retiring after the professional and peak competition period) and preferential policies to attract football athletes in particular and other sports for the city in general (on salaries, bonuses, nutrition, housing...).
Regarding the cost of implementing the Project, the Vice Chairman of the City People's Committee requested to select, explain, and agree with the Department of Finance to standardize data according to the principle of the budget. The city only spends on football development until 2035; after this period, the maintenance and development of city football operates according to the market mechanism, using funds obtained from the development of the sports industry in the field of football for reinvestment and development.
The Department of Agriculture and Environment shall study, coordinate, and agree with the Department of Culture, Sports and Tourism, Gia Bao Co., Ltd. and relevant agencies, units, and localities to specifically propose the allocation of land funds to build and form sports facilities to serve the Professional Football Club and train young players of the city.
The Department of Home Affairs coordinates with the Department of Culture, Sports and Tourism to complete the content of proposing a number of mechanisms and policies to attract talented athletes for the city; supplement to the content of the Project. The Department of Construction coordinates with the Department of Culture, Sports and Tourism and relevant agencies to review and agree on proposals on the construction of stadiums in the city; preferential housing policies for athletes according to regulations.
The Department of Foreign Affairs coordinates with the Department of Culture, Sports and Tourism and relevant agencies to proactively plan to invite and organize for football teams of countries with cooperative relations with the city to visit and compete annually in Hai Phong; research and propose international cooperation in exchanging and training football athletes with cities and countries in the region and around the world.
The Department of Education and Training coordinates and unifies proposals with the Department of Culture, Sports and Tourism on the following contents: results of reviewing facilities serving sports in schools in the city; organizing annual school football tournaments for all levels of education; solutions to early detect, train, and foster football talents from within schools.
The Economic Zone Management Board, the City Labor Federation, the City Police, the City Military Command, and the Commune-level People's Committee, based on their functions, tasks, and areas of responsibility, proactively propose to organize grassroots football tournaments; towards organizing football teams of industries, fields, and localities to make positive contributions to the development of city football in general.
