The Ministry of Education and Training has issued Official Dispatch No. 5555/BGDĐT-GDPT on guiding the organization and operation of public preschool and general education institutions after arrangement.
Appendix II of the Guidance on organization and operation of public general education institutions after arrangement clearly stipulates the tasks and powers for principals and vice principals.
The principal is responsible for all school activities.
According to the guidance, the principal is responsible to the higher management agency and to the law for the entire operation of the main school, branches and school sites; implement unified management of the entire operation of preschool education institutions; ensure the quality of nurturing, caring for, educating children and safety throughout the school.
Based on the scale, number of branches, school sites, geographical distance and actual conditions, the principal assigns and authorizes vice principals and individuals to perform management and administration tasks at each location; assigns and coordinates personnel in accordance with task requirements, ensuring publicity, transparency, and stability of staff; promulgates internal regulations in accordance with the arrangement model; clearly stipulates people, tasks, responsibilities, information, reporting, inspection and accountability regimes.
The Principal shall assign and authorize in writing the Vice Principal to perform a number of tasks and powers of the Principal to ensure proactiveness and timeliness in managing branches and school sites while maintaining the uniformity of the entire system; organize a mechanism for coordination and coordination of activities between the main school, branches and school sites; promptly handle arising issues, ensuring the school's operations are unified, smooth, safe and do not interrupt educational activities.
The authorization does not change the legal responsibility of the principal for the entire operation of the preschool education institution.
Vice principal is assigned to be in charge of branches and school sites
According to the guidance, the vice principal is arranged at the main school and each branch according to Resolution No. 37/2026/NQ-CP; performs tasks according to the assignment and authorization of the principal; is assigned to be in charge of the field of work, branch, school point in accordance with the scale, organizational structure and management requirements of the school; is responsible to the principal and before the law for the implementation of assigned, assigned or authorized tasks.
The Vice-Rector is arranged at the branch to directly manage, organize and be responsible for all activities at the branch according to assigned and authorized tasks; coordinate with vice-rectors, heads of professional groups, heads of office groups and related departments to ensure unified operation throughout the school.
The Vice Principal is assigned to be in charge of the school point or school cluster managing, monitoring, and coordinating the handling of work at the school point according to assigned tasks; this assignment does not give rise to independent positions, apparatus or management authority at the school point.
The Vice Principal assigned to be in charge of the field of work (nurturing, care, education, facilities or other fields in the school) is responsible for advising, organizing the implementation, guiding, inspecting, and supervising the implementation of the fields in charge throughout the school; coordinating with the Vice Principal in charge of the main school or branch, school point to ensure unity in management, direction, administration and improve the quality of school activities.
The Vice Principal shall sign documents and dossiers and resolve work within the scope assigned and authorized by the Principal in accordance with the law and regulations on organization and operation of the school.
