Arranging the school system is an inevitable strategic step
In the roadmap for fundamental and comprehensive renovation of education and training in the spirit of Resolution 71-NQ/TW of the Politburo on breakthrough development of education and training, the policy of arranging and reorganizing public educational institutions is considered an inevitable strategic step.
Ms. Nguyen Thi Thanh Loan - Principal of Chim Non Kindergarten (Hai Ba Trung ward, Hanoi) shared that looking at the reality in wards and communes of Hanoi, especially in areas belonging to the core district in the past, besides kindergartens with strong development scale, there are still many schools with small scale, limited campus areas, and a lack of subject classrooms, functional rooms or specialized spaces to serve children's experiential activities.

Therefore, the policy of merging schools is completely consistent with reality, helping to overcome fragmentation, optimize facilities, improve effectiveness and efficiency of management, and better ensure the learning rights of students" - Ms. Loan said.
With 35 years of service, including 24 years as a management official, Meritorious Teacher Nguyen Phuong Hoa - Principal of Vinh Tuy Primary School (Vinh Hung ward, Hanoi) also affirmed that the policy of arranging schools and classes is the right step, helping to reduce focal points, optimize the budget and improve teaching quality.

The leader must have heart, vision, prestige and real management capacity.
With the orientation of arranging and reducing at least 30% of the number of public educational institutions, places with favorable conditions reduced by about 50% compared to July 1, 2025, the nationwide network of educational institutions will have many changes.
Along with streamlining focal points, the education sector will restructure the management staff and teachers. After arrangement, more than 20,000 management staff are expected to be transferred and rearranged; of which, about 11,000 people will directly participate in teaching.
Meritorious Teacher Nguyen Phuong Hoa believes that principals in the new period must not only manage but also be school administrators, know how to apply information technology and organize effective operation. Management officials need to change their thinking, shift from management to administration. When management officials change their thinking, this model will meet the requirements of current education development.
The streamlining of the apparatus is an inevitable trend in the context of technology, especially artificial intelligence, which is greatly supporting management work. If there is no innovation and breakthrough, Vietnam will have difficulty developing" - Meritorious Teacher Nguyen Phuong Hoa acknowledged.
Sharing the same view, Ms. Nguyen Thi Thanh Loan believes that management officials not only need to have political qualities, moral lifestyle, good professional capacity, and innovative thinking, but also need to have many years of experience holding positions, good management capacity, and high prestige in the teaching collective and community. They must also be people who have the courage to think, dare to do, and dare to take responsibility for the breakthrough innovations of the Capital's education sector in the new period.
Recognizing that there will be many difficulties and challenges ahead, however, Ms. Loan expressed her belief: "Integrity, objectivity and accuracy in each personnel appointment decision are a great source of encouragement, the golden key to opening up solidarity and consensus throughout the system.
