Ms. N.P. A is a primary school teacher, class monitor, concurrently Head of the People's Inspection Board and Party Committee member. Ms. P.A asked, is the concurrent work of Party Committee member entitled to reduced teaching time limits? How many maximum periods are she entitled to reduce according to teaching time limits for all 3 concurrent tasks?
Regarding this issue, the Ministry of Education and Training answers as follows:
The working regime of general education teachers is currently implemented according to the provisions of Circular No. 05/2025/TT-BGDĐT dated March 7, 2025 of the Minister of Education and Training. According to the provisions of this Circular, teachers serving as homeroom teachers are reduced by 4 teaching hours in a week; teachers concurrently holding the title of Head of the People's Inspection Board are reduced by 2 teaching hours in a week. At the same time, each teacher is not allowed to concurrently hold more than 2 tasks under the task groups specified in Articles 9, 10 and 11 of the Circular.
For cases where teachers are elected as Party Committee members, Circular No. 05/2025/TT-BGDĐT does not stipulate the regime of reducing teaching hours or converting specific teaching hours for this title. Therefore, there is no basis to apply the regime of reducing teaching hours according to current regulations for teachers holding the title of Party Committee member.
However, according to the provisions of Clause 5, Article 3 of Circular No. 05/2025/TT-BGDĐT, for tasks that are not yet regulated on the regime of reducing teaching hours or converting them into teaching hours, the school principal has the authority to consider and decide on the appropriate converted number of hours based on the complexity and actual workload of the assigned task.
The decision must be made after consulting the opinions of the Vice Principals, Party committees, team leaders and deputy heads of professional teams, and at the same time ensure compliance with the principles stipulated in Article 3 of Circular No. 05/2025/TT-BGDĐT, in accordance with the actual conditions of the school and ensuring fairness in the implementation of working regimes for teachers.
