On August 4, the National Assembly discussed in groups the Draft Law on Prevention and Combat of Mass Destructive Weapons; Draft Law amending and supplementing a number of articles of 9 laws on military and national defense; Draft Law on Dissemination and Education of Laws (amended).

Speaking at the group, in addition to the content on 3 draft laws, General Secretary and President To Lam spent time exchanging views on the policy of arranging the network of public preschool, general, and continuing education institutions.

General Secretary and President To Lam said that previously, the education sector always raised the issue of teacher shortages because it did not recruit enough. However, if the structure of the education sector is adjusted, the teaching staff may no longer be lacking.

Specifically, according to statistics from the education sector, after rearranging the school system nationwide according to the new mechanism, there will be a reduction of about 11,000 schools. This means a reduction of about 11,000 principals and about 22,000 vice principals. Thus, this management force alone has reached more than 30,000 people.

General Secretary and President To Lam said that after arranging the school system, those who no longer do management work can return to teaching because before becoming managers, they were all good teachers. If they are good teachers of Math or Literature in one school, they can completely teach in another school.

In particular, the General Secretary and President emphasized the view that good teachers should not be limited to one school, but it is necessary to create conditions for students in other schools to also study with these teachers.

If there is a more flexible mechanism, the teaching staff will be used more effectively, thereby overcoming the teacher shortage situation" - General Secretary, President suggested.

According to General Secretary and President To Lam, the arrangement is implemented in the direction that each commune and ward has one primary school, one secondary school, and one high school, but still maintains many school sites to create favorable conditions for students. School sites are still kept as they are now, only reorganized according to the one-school model.

He pointed out the current reality that some localities currently manage about 40 schools, which gives rise to additional management focal points. But with the new model after arrangement, management will be directly assigned to three principals of three levels of education to be responsible and the Secretary and Chairman of communes and wards to directly direct. At that time, the management focal point will be more streamlined and the operation will be more convenient.

In addition to streamlining the management apparatus, General Secretary and President To Lam said that rearranging the school system will create more land fund to arrange agencies and offices.

Specifically, the land fund after arrangement can be used to build schools, cultural houses, public works, commune and ward headquarters and works serving people.

Currently, there are even many locations that have not been put into use," said General Secretary and President To Lam.
