The Minister of Finance has decided to inspect the selection of contractors for the construction of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project, the section passing through Binh Phuoc province.
The inspection working group consists of 6 members who are leaders and experts of the Bidding Management Department under the Ministry of Finance and the Economic - Construction Investment Management Department under the Ministry of Construction.
The purpose is to check the organization of contractor selection for the package. Thereby ensuring fairness, objectivity, transparency and economic efficiency. Ensure the correctness of the maximum decentralization policy for localities to proactively decide, do and take responsibility. However, it must go hand in hand with timely inspection and supervision.
The working group will check the contents of the bidding documents, the results of the bid evaluation, the processing and settlement of petitions in the bidding. Check the experience of the expert team and other necessary content.
The subjects of inspection are the Binh Phuoc Provincial Investment and Construction Project Management Board and related subjects.
The inspection was conducted directly in Binh Phuoc province from June 4-6. The inspection will be completed and reported to the Prime Minister before June 10.
Earlier, as the Lao Dong newspaper reported, on May 26, on the internet, the information of Son Hai Group (1 of 4 contractors participating in the bidding was slipped) had a written protest against the results of the project contractor selection. This company said that although the lowest and most economical bidding unit is not selected. The selection of higher bidding enterprises can cause waste and loss of state assets.
Son Hai Group has also sent a document recommending the People's Committee of Binh Phuoc province to establish an independent interdisciplinary expert team with the investor and the bidding party to re-ments this package. Thereby ensuring that the bidding work is competitive, fair and transparent.
On May 29, Deputy Prime Minister Tran Hong Ha directed and assigned the Ministry of Finance to preside over and coordinate with the Ministry of Construction to conduct an inspection of the organization of the selection of contractors for the above project.
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project passes through Ho Chi Minh City nearly 2 km of access roads, passes through Binh Duong province 52 km and passes through Binh Phuoc province with a final section of 7 km.
Binh Duong province has started construction of this project since February 2025. Meanwhile, Binh Phuoc province held the groundbreaking ceremony for the project in December 2024. The nearly 7 km section through Binh Phuoc province has a total investment of VND 1,474 billion.
The expressway construction package was announced to be opened for bidding at more than 880 billion VND. Son Hai Group is the unit that offered the lowest price (more than 732 billion VND), saving the State budget more than 148 billion VND (equivalent to a discount rate of nearly 17%). However, this group did not win the bid because it did not meet the technical requirements of this package.
