According to Decree 88/2026/ND-CP of the Government on the management of education and training data, effective from May 15, 2026, academic records, diplomas, and certificates of learners will be integrated on the VNeID application to serve exploitation and use in the digital environment.

Each learner will have a lifelong learning application code.
According to the provisions of Decree 88/2026/ND-CP, the learning data of each individual will be managed through a lifelong learning record code, associated with a personal identification number to serve the search and exploitation of information in the digital environment.
Lifelong learning records record the entire learning process of learners in the national education system. In some cases, according to legal regulations, these data may be used as a substitute or have value equivalent to paper documents on education.
Learning information will be updated to the National Database on Education and Training, then connected to other national databases and integrated into VNeID for people to conveniently look up when needed.
The formation of lifelong learning records associated with personal identification is an important foundation for moving towards more consistent, synchronous and transparent management of education data throughout the system.
More convenient when carrying out administrative procedures and recruitment
Integrating school records, diplomas and certificates on VNeID is expected to help people more conveniently when carrying out procedures such as enrollment, recruitment, confirmation of education level or using online public services without having to present many types of paper documents.
According to the provisions of Decree 88/2026/ND-CP, individuals who are data subjects have the right to exploit and use their learning information in accordance with legal regulations.
In addition, education and training data will be connected to many other national databases such as population databases, business registration, insurance and health to improve information authentication efficiency and serve state management in the digital environment.
Interconnecting educational data with the national electronic identification system not only helps reduce paper records storage costs but also contributes to limiting the situation of using invalid diplomas in recruitment.

According to the implementation roadmap, the integration of school records and diplomas into VNeID is carried out synchronously with the process of completing the national database on education and training, ensuring accuracy, consistency and information security according to legal regulations.
