The number of schools investing is still very limited.
According to the Project approved in 2009, Pho Hien University Area is oriented to accommodate about 80,000 students and 500 - 1,000 officials and employees researching science and technology. The project implementation period is from 2009 to 2020, divided into 3 phases, in which phase 3 (2016-2020) will complete all projects, putting training and scientific and technological research institutions into operation.
The biggest goal of the Project is to expand the scale and improve the quality of higher education for key economic regions of the North and Hanoi Capital Region; and at the same time to implement the expansion of some universities and colleges out of the inner city of Hanoi, creating conditions for renovation, expansion and investment in building facilities in the direction of standardization.
In the process of implementation in recent years, a number of universities, academies and investors have come to survey and explore investment opportunities to build new facilities at Pho Hien University such as the Vietnam Academy of Traditional Medicine and Pharmacy, Hanoi Procuracy University, University of Mining and Geology, Diplomatic University, FPT University, Kyungpook University, Suwon University and Korea Science Innovation Center.
Most of these educational institutions have organized many field survey teams, recognizing and appreciating the potential of Pho Hien University Area and developing preliminary plans for relocating or investing in new facilities from Hanoi to this area. However, to date, the plans have not been implemented in practice.
The reason identified is that schools have not found suitable solutions for investment capital to build new facilities; besides that, there is a lack of consensus and insecurity among a part of officials, lecturers and students when moving to new locations.
According to assessments at recent meetings, the implementation of the Project to build Pho Hien University Area still faces many barriers. Some legal regulations are slow to be promulgated; mechanisms and policies are not attractive enough to attract investment; many contents in the Project are still inadequate and lack linkages with socio-economic development strategies.
Mechanisms to attract investment
As one of the first higher education institutions planned and invested in Pho Hien University Area, Prof. Dr. Ngo Xuan Binh - Acting Rector of Intracom University - said that the school is implementing a comprehensive restructuring plan, aiming to form a University Complex, with the goal of becoming a modern applied private university, linking businesses and innovation in Pho Hien University Area. According to the plan, by 2035, Intracom University will increase the training scale to about 12,000 students with 20 majors and specializations.
From practical operation, representatives of Intracom University said that ministries, branches and localities need to pay attention to accelerating the progress of completing general technical infrastructure, especially transport infrastructure and public services; strengthen urban traffic links between Pho Hien University and the provincial center to create favorable conditions for students and lecturers. In addition, there should be mechanisms and policies to support and encourage universities to move to concentrate in Pho Hien University, as well as attract businesses to invest in education, research and startups.
Mr. Nguyen Tuan Cuong - Head of the Management Board of Pho Hien University Area said that Hung Yen province has proposed to the Ministry of Education and Training to submit to the Government for consideration adjusting a number of targets and extending the implementation time of the Project. In which, adjusting the land use scale of Pho Hien University Area to be consistent with the development orientation of the research and training area in Hung Yen Provincial Planning for the period 2021-2030, vision to 2050.
At the same time, Hung Yen province also proposed adjusting and supplementing a number of fields to the objectives and structure of the Project. Pho Hien University Area not only includes higher education institutions and scientific research, but also vocational education institutions and high schools with many levels of education. Regarding the implementation time, the province proposed to extend it to 2035, orientation to 2050, along with the promulgation of special preferential policies to attract investment in Pho Hien University Area.
