Pho Hien University Area (Hung Yen Province) is planned to develop into a center for higher education, scientific research, and modern technology transfer, contributing to reducing pressure on the school system in Hanoi's inner city, while creating momentum for the key economic region of the North.
However, after more than a decade of implementation, up to now, there are only two higher education institutions investing and operating in the area: Chu Van An University and Chu Loi University of Water Resources.
According to the assessment at the recent meeting, the implementation of the Pho Hien University Area Construction Project still has many barriers. Some legal regulations are being issued slowly, the policy mechanisms are not attractive enough to attract investment, many contents in the Project are still inadequate and lack connectivity with the socio-economic development strategy.
Vice Chairman of Hung Yen Provincial People's Committee Pham Van Nghiem requested departments, branches and the Management Board of Pho Hien University Area to focus on comprehensively reviewing the planning contents, carefully evaluating site clearance, attracting projects...; at the same time, clearly defining the land use structure in accordance with development orientation and legal regulations.
The province also assigned the Zone Management Board to coordinate with the Department of Construction to receive comments from relevant units to complete the draft report summarizing the implementation of Decision 999/QD-TTg dated July 10, 2009 of the Prime Minister, and submit it to the Provincial People's Committee for consideration in the coming time.
