On November 7, the 11th term People's Council of Binh Thuan province held its 27th session and resolved to unify the training budget for the 2022-2023 and 2023-2024 school years for 55 students sent by the province to study medicine with a total amount of over 4 billion VND from the provincial budget.
Previously, according to the Report of the People's Committee of Binh Thuan province, through statistics, the current human resources of the health sector from 2000 to present have not met the needs of medical examination and treatment for the people of the province. Very few doctors who have graduated from regular schools wish to work in the province. Therefore, to ensure the number of doctors serving the health care and medical examination and treatment for the people in the province, the People's Committee of the province has policies focusing on training and attracting human resources for the health sector.
In 2022, through an audit in Binh Thuan, the State Audit recommended: “Assign the Provincial People's Committee to inspect and handle each case in accordance with current legal regulations. At the same time, stop supporting medical student training costs for those who are not eligible for admission; stop enrolling new medical students to train at the address for those who are not eligible for admission. Students who are not eligible for financial support will only be recruited and have their costs settled after they have passed the civil servant recruitment exam according to current regulations.”
Through review, there are 55 students who are being signed training contracts and receiving financial support from the province to study at Can Tho University of Medicine and Pharmacy and Pham Ngoc Thach University of Medicine until 2027. If the training funding support for these students is terminated, it will cause many difficulties for the province. Therefore, the Provincial People's Committee has reported to the State Audit to clarify that the selection and sending of medical students for training at the address is carried out in a strict order, ensuring objectivity.
After that, the State Audit Office issued an official dispatch to change the content of the proposal to one item: "Stop recruiting new medical students to train at the address for subjects who do not meet the admission requirements. For cases that have signed financial support contracts for students, the People's Committee of Binh Thuan province is requested to report to the competent authority for consideration and decision."
The total estimated cost of payment for 55 students is about 6.943 billion VND. The Provincial People's Committee submitted to the Provincial People's Council for consideration and approval of the support fund for the 2022-2023 and 2023-2024 school years with an amount of about 4.062 billion VND, paid from the provincial budget. For the remaining amount of 2.881 billion VND, the Provincial People's Committee will direct the review and amendment of the Charter of the Scholarship Fund to provide financial support for these students from 2025 to 2027, expected to be paid from the Scholarship Fund "Step by Step for Children to Go to School".
Currently, Binh Thuan province has 1,042 doctors, of which 838 are working at public health units and 204 are working at other medical units and facilities; and private clinics.
