Deputy Prime Minister Nguyen Hoa Binh has just signed Decision No. 1581/QD-TTg promulgating a plan to continue perfecting the organization of the political system and preparing for Party Congresses at all levels.
The plan clearly states specific tasks, identifying the host agency, coordinating agency, products and deadline for completion.
The Ministry of Home Affairs is required to coordinate with relevant ministries and branches to prepare reports to the Politburo and the Secretariat on policies for major contents before submitting to the Government for promulgation of a Decree and related documents guiding the implementation of the Law on Cadres and Civil Servants in 2025 on recruitment, use, management, evaluation, classification, and termination of employment for civil servants and public employees to ensure the principle of "in and out".
Before August 30, 2025, the draft submission of the Government Party Committee to the Politburo, the Secretariat and relevant documents and papers will be submitted.
The Ministry of Home Affairs is also assigned to inspect, grasp the situation, fully and promptly report to the Politburo on the retirement of cadres, civil servants, public employees, workers, and part-time workers at the commune level after the arrangement of administrative units, the arrangement of the apparatus of agencies, units, and organizations in the political system associated with the two-level administrative units, and resolve the regime and policies according to regulations.
Timely guide, remove obstacles and adjust regulations and guidelines to ensure that commune-level cadres, civil servants, public employees, and non-professional workers retire for the right purposes, requirements, and for the right people and retain cadres with capacity and qualifications.
Report to the Politburo and the Secretariat on the implementation results and relevant documents and papers before August 31.
Previously, Minister of Home Affairs Pham Thi Thanh Tra signed and issued Official Letter No. 5765/BNV-TCBC requesting an urgent general review of the payroll and organizational structure after the reorganization.
This is a necessary preparation step to have a basis for overall assessment of the arrangement of the apparatus and implementation of the 2-level local government model in accordance with the direction of the Politburo and the Secretariat. This information will serve the work of summarizing and proposing, and implementing a number of tasks assigned by the Politburo.
Regarding the organization of the apparatus, the Ministry of Home Affairs proposes to compile statistics on the number of administrative apparatus organizations and public service units according to each management level as of July 31, 2025.
For the specialized departments under the People's Committee at the commune level, it is recommended to clearly report the number of organizations and the names of these specialized departments, and report the cases where commune-level administrative units do not organize specialized departments according to the provisions of Decree No. 150/2025/ND-CP.
Regarding the payroll, the Ministry of Home Affairs proposes to compile statistics on the number of civil servant payrolls, the number of people working in public service units managed by ministries, branches and localities at the time of July 31, 2025; compare (increase, decrease) with the number of civil servant payrolls, the number of people working assigned by competent authorities in 2022 and assigned additional tasks until 2025 (if any).
