On the afternoon of March 23, Hung Yen Provincial People's Committee held a meeting to give opinions on the draft Project on renovating, developing and improving the efficiency of the education and training system to meet the development requirements of Hung Yen province in the period 2026-2030, with a vision to 2045.
The development of the Project is identified as necessary in the context that education continues to be a top national policy, and is strongly affected by digital transformation and the Fourth Industrial Revolution. After the administrative boundaries of Hung Yen and Thai Binh were merged, the scale of the education system increased rapidly, posing an urgent requirement for network arrangement, quality improvement and narrowing the gap between regions.
Currently, the whole province has 498 preschools, 720 general education institutions with more than 570,000 students; 48 vocational education institutions and 7 universities. The high school graduation rate annually reaches over 99%. However, the Education and Training sector still faces difficulties such as teacher shortages, unsynchronized facilities, quality disparities between regions and low vocational education efficiency.

The project sets a goal to develop the education system towards open, modern, synchronous, interconnected, and high-quality by 2030; ensuring fairness in access to education and lifelong learning opportunities; meeting the requirements of developing high-quality human resources.
The province strives to complete the planning of a streamlined and reasonable network of educational institutions; firmly maintain universal education; ensure the rate of going to school at the right age at a high level; develop a team of teachers that is sufficient in quantity, synchronous in structure, 100% meeting training standards.
Vision to 2045, Hung Yen aims to build a modern, internationally integrated, high-quality education system; to become a training and human resource development center of the region and the whole country, contributing to promoting rapid and sustainable socio-economic development.
At the meeting, delegates focused on contributing opinions on legal bases, assessing the current situation, goals and solutions, emphasizing the requirement to forecast student scale, improve the quality of vocational education, higher education and management efficiency.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Pham Van Nghiem requested the Department of Education and Training to fully absorb opinions, complete the Project; supplement legal basis; more deeply assess specialized education, vocational education, and higher education; fully update staff data, especially the university block.
At the same time, it is necessary to forecast the scale of students to proactively arrange the school network; clearly define the goals of education governance in the spirit of Resolution No. 71-NQ/TW; build a system of specific and feasible solutions associated with each project.
The Department of Education and Training coordinates with the Office of the Provincial People's Committee to review, complete, and ensure the progress of submitting to competent authorities for consideration and decision.
