Mobilizing maximum forces to complete the chain of border boarding schools

Unfavorable rainy season weather, local labor force shortage, investors and contractors of border school projects in Gia Lai and Quang Ngai are mobilizing maximum forces to accelerate progress and complete the project, in time to welcome the new school year 2026-2027.

Efforts to improve to welcome the new school year

Mr. Pham Xuan Diep - Director of the Gia Lai Provincial Construction Investment Project Management Board - informed that the disbursement situation of the 2026 capital plan to the time of reporting reached 540.327 billion VND, equivalent to 48% of the capital plan. Accumulated disbursement reached 937.476 billion VND, equivalent to 62% of the total capital plan of 7 border school areas. The Gia Lai border school project has a scale of 212 classes, about 7,108 students, including 3,670 boarding students and 3,438 semi-boarding students; total investment of 1,516.34 billion VND.

Statistics from the Provincial Construction Investment Project Management Board show that the value of the completed construction volume is estimated at about 1,036 billion VND, equivalent to about 80% of the construction contract value. School sites with high completion volume are moving to the architectural completion stage, equipment installation and technical infrastructure.

Currently, contractors have completed the roofing of 87/94 main items, reaching about 93%. The school point with the highest construction volume is Ia Puch, reaching about 87%; followed by Ia Nan, reaching about 81%; the lowest are Ia Dom and Ia Chia, both reaching about 77%.

After deploying the 90-day and night peak campaign and strengthening the support force of the Army, the construction progress at school sites has had many positive changes. However, due to the large volume of completed construction, at 6/7 school sites, the construction progress is still 5 to 18 days behind schedule.

The Investment Project Management Board is continuing to direct contractors to mobilize maximum manpower and equipment, organize overtime construction to compensate for progress and ensure project completion according to set goals.

Continue to overcome difficulties in manpower and weather

In Quang Ngai province, Mr. Vo Dai Tan - Director of the Western Quang Ngai Construction Investment Management Board - said that so far the construction volume of 4 school projects in the area is estimated to reach about 91.5% of the total project volume.

Contractors are urgently constructing and completing items such as the primary school building block, the secondary school building block, the dining hall block, the dormitory building block, the administration building block, the yard, the road... Contractors are all committed to completing and putting the project into use in August 2026 according to the plan.

Based on the implementation progress, currently 3/4 schools ensure progress, 1/4 schools are at risk of delayed progress.

The schools that are basically ensuring progress include: Ro Koi Commune Inter-level Boarding Primary - Secondary School; Duc Nong Commune Inter-level Boarding Primary - Secondary School and Sa Loong Commune Inter-level Boarding Primary - Secondary School. The school at risk of delay is Mo Rai Commune Inter-level Boarding Primary - Secondary School.

According to Mr. Vo Dai Tan, due to the characteristics of unfavorable construction area conditions, projects located in border communes, far from the central area, and difficult living conditions, it is very difficult to attract and retain labor, especially skilled labor. At the same time, many construction projects are being deployed simultaneously in the area and across the country. Therefore, the mobilization of labor resources by contractors is facing difficulties, leading to labor shortages, affecting construction progress.

According to Director of An Giang Department of Education and Training Tran Quang Bao: To prepare well for the new school year 2026-2027, the Department has coordinated with local Party committees and authorities to advise the Provincial People's Committee on a project and plan to arrange, reorganize, and reduce the number of preschool, general, continuing, and vocational education institutions in the province. In the coming time, the department will continue to coordinate with local Party committees and authorities to advise the Provincial People's Committee to complete the arrangement before August 30, 2026.

3 inter-level boarding schools in 3 land border communes in phase 1 in Vinh Gia, Giang Thanh and Khanh Binh communes have completed 100% of the construction volume, belonging to the group of projects with progress exceeding the plan. The remaining 6 schools have completed investment procedures, are implementing initial items, and strive to put them into use in the 2027-2028 school year.

The Department also reviews and carefully prepares plans to organize the 2026 - 2027 school year opening ceremony and the Inauguration of 3 inter-level boarding schools in 3 land border communes on September 5, 2026. NGUYEN ANH
