On August 24, according to PV's investigation, Dien Bien Provincial People's Committee has just approved a plan to arrange the network of public preschool, general and continuing education institutions.
Accordingly, the number of focal points will decrease from 466 to 194, equivalent to a decrease of 58.4%.
The arrangement was carried out after Dien Bien reduced the number of commune-level administrative units from 129 to 45.
Meanwhile, the whole province still has 429 schools managed by communes, with an average of 9.5 schools managed by each commune and ward. This raises the requirement to reorganize the school network according to population size and population distribution.
According to the plan, kindergartens will not merge with general schools; general schools will not merge with continuing education centers. High schools will be kept stable.
For preschool, primary and secondary schools, the arrangement is carried out within the scope of each commune and ward.
After arrangement, the school block managed by the commune-level People's Committee decreased from 429 to 160, down 62.7%. The unit block directly under the Department of Education and Training decreased from 37 to 34 units.

The whole province still has 193 kindergartens and general schools, including 50 kindergartens, 42 primary schools, 40 secondary schools, 13 primary and secondary schools, 15 primary and secondary boarding schools in border communes, 4 secondary and high schools and 29 high schools.
Notably, Dien Bien will establish 15 inter-level boarding primary and secondary schools in 15 border communes.
The arrangement is carried out according to the model of main school - branch. Therefore, reducing focal points does not mean eliminating all existing school sites.
The whole province currently has 1,355 branch schools for preschools and elementary schools. The plan is to continue arranging 115 points, of which 103 points will be dissolved or merged, and 12 points will receive students and teachers.
After arrangement, there are 1,035 satellite school sites, down 8.8%.
Some localities have a very high rate of focal point reduction. Muong Lay ward decreased from 16 to 3 schools; Tuan Giao and Muong Phang communes both decreased from 14 to 3 schools. Dien Bien Phu ward decreased from 23 to 7 schools.
For the block directly under the Department of Education and Training, 4 regional VOCATIONAL EDUCATION - CONTINUING EDUCATION CENTERs are merged into Dien Bien VOCATIONAL EDUCATION - CONTINUING EDUCATION CENTER, including one headquarters and 3 branches in Tuan Giao, Na Sang and Muong Nhe.
33 general schools directly under the Department are kept stable.
After arrangement, the number of management positions decreased by 517, from 1,262 to 745. Meanwhile, teachers directly teaching are kept unchanged, mainly adjusting the structure between the main school and branches.
The province plans to allocate about 51.7657 billion VND per year and 39.150kg of rice to support students to change their study locations.
The arrangement must be completed before August 30, 2026, ensuring the conditions for the 2026-2027 school year.
