Information from the People's Committee of Khanh Hoa province said that the province has just issued a decision regulating the form of procurement and decentralizing the authority to purchase textbooks in educational institutions in the area.
According to the decision, the procurement of textbooks to implement the free policy for students is carried out in a centralized manner, including the purchase of initial textbooks and annual additional purchases.
The Department of Education and Training is assigned to preside over and organize the purchase of initial textbooks and additional purchases annually to provide free of charge to students and trainees at educational institutions in the province according to the roadmap.
Commune-level People's Committees and educational institutions are responsible for coordinating with the Department of Education and Training to review, summarize, and confirm the need for textbooks; receive, manage, preserve and organize the distribution of books to students and trainees according to regulations.
The procurement must ensure publicity, transparency, and compliance with the list of textbooks approved by the Ministry of Education and Training.
At the same time, comply with the provisions of law on bidding, state budget and related regulations.
Previously, the Khanh Hoa Provincial People's Council approved a resolution on the policy of free textbooks for students in the province from the 2026-2027 school year.
According to the roadmap, from the 2026-2027 school year, the policy will be implemented for students and learners at educational institutions in communes, wards, and special zone III.
From the 2027-2028 school year, the policy is expanded for students and learners at educational institutions in communes and wards of region II.
By the 2028-2029 school year, the policy will be implemented for students and learners at educational institutions throughout the province, completing the exemption of textbooks for all high school students and learners under education programs issued by the Ministry of Education and Training.
The policy applies to programs including general education programs, continuing education programs at the lower secondary school level, high school level and literacy programs.
According to statistics from the Khanh Hoa education sector, after implementing the policy of arranging public educational institutions, in the 2026 - 2027 school year, the whole province has 318 educational institutions.
Of which, there are 246 public educational institutions (down 482/728 schools, reaching a rate of 66.2%) and 71 non-public educational institutions.
The number of students at all levels in the 2026 - 2027 school year in Khanh Hoa province is 462,055 people. The total number of students in need of textbooks is 327,720 students.
