2024 is the first year that cadres, civil servants, and public employees, including teachers, will receive an additional bonus, a reward based on the level of completion of annual tasks according to Decree 73/2024/ND-CP of the Government. The bonus fund is equal to 10% of the total salary fund (excluding allowances) and the period of enjoyment is from July 1, 2024 to December 31, 2024.

“Now in December, the whole school has received bonuses according to Decree 73. I received more than 5 million VND and some other teachers participating in the excellent teacher competition at school and city level, etc. will receive more bonuses of about 2-3 million VND. This amount of money recognizes the efforts of teachers, those who achieve excellent results will receive higher rewards. More importantly, this will be a motivation for teachers to try harder in the following years,” Ms. Anh Nguyet expressed.
Ms. Le Thi Hang, a secondary school teacher in Thanh Hoa province, also received a bonus of more than 6 million VND. “Every year during Tet, we teachers feel sad when the Tet bonus is only 500,000 VND/person and a basket of candy. This year, with this bonus, we can rest assured to spend and buy things for our families,” Ms. Hang said.
Timely deployment
According to Lao Dong, up to now, many schools in Hanoi and other localities have paid out bonuses according to Decree 73. Schools often divide bonuses into three levels: Complete, complete well and complete excellent tasks, commonly from 2 to 7 million VND per person.
Mr. Ngo Van Hien - Head of the Department of Education and Training of Van Quan district, Lang Son province informed that up to now, schools in the area have completed the payment of bonuses to teachers according to Decree 73. According to statistics, teachers who complete their tasks excellently will receive an average of 7 - 7.2 million VND; those who complete their tasks well will receive 5 - 5.6 million; those who complete their tasks will receive 2 - 3 million VND.
“Decree 73 has a humane meaning and is a great source of encouragement for teachers, especially in disadvantaged areas. The bonus according to this decree is outside the regular reward regulations and becomes additional income, helping teachers have more motivation and peace of mind at work,” Mr. Hien shared.
Mr. Hien commented that the regulations and reward levels in Decree 73 are flexible, with few mechanical constraints but depend on the level of work completion of the employee. However, in reality, the education sector still faces difficulties and obstacles.
According to Decree 73, for civil servants and public employees of public service units, evaluation is conducted according to the fiscal year, while the education sector conducts evaluation of civil servants and public employees and evaluates the results of task performance according to the school year.
“The evaluation period falls in May and June, while the reward budget is allocated according to the fiscal year, causing inconvenience. The consideration of rewards for newly recruited teachers in the first 6 months or the end of the year is also difficult due to insufficient evaluation conditions, leading to confusion in some units,” said Mr. Hien.
In this locality, to resolve the issue, the Department of Education and Training has agreed that regular rewards will be based on the evaluation results of civil servants and public employees of the school year. As for teachers who are newly recruited in the first 6 months or at the end of the year, they will be evaluated based on the results of their work and assigned tasks in each month. After that, the council will conclude and reward teachers according to the level achieved.
"Ministries and branches need to have specific instructions on regulations for considering rewards for civil servants and public employees of educational institutions and implement them consistently," Mr. Hien suggested.
