To ensure the rights of learners, some schools have mobilized review teachers to review for free for senior students in need.

Ms. Dang Thuy Ha - Principal of Tay Dang Secondary School (Ba Vi District) - said - for grade 9 students preparing for the 10th grade entrance exam, the school tries to arrange free tutoring classes. First of all, it is the voluntary spirit of teachers, in addition, resources will be mobilized to support and encourage teachers.

"Starting this week, we will notify students and parents, and organize a meeting with teachers to teach in the spirit of free additional teaching" - Ms. Ha said.

This principal believes that during the implementation process, there will be more or less difficulties, but the school will still strive to implement, encourage teachers in a voluntary spirit, and support students, because if they do not study, they will suffer.

At Hoa Hau Secondary School (Ha Nam), the school's Principal - Mr. Tran Duy Trung said that in accordance with the spirit of Circular 29, the school has developed a free tutoring plan for three subjects: Groups with unsatisfactory final year academic results; selected for excellent student development; final year students voluntarily register for review.

"According to the plan, students are allowed to register to participate in free review. Parents are encouraged to participate in extra classes on a voluntary basis. The school organizes training for subjects with a duration of 2 periods per week" - Mr. Trung said.

The principal of Luu Hoang High School (Hanoi) - Mr. Hoang Chi Sy - also said that additional teaching activities at the school have stopped since the Lunar New Year holiday. The school is developing a teaching plan for implementation. "The school has no source of income other than saving other expenses to focus on professional work to train 3 groups of undergraduates, excellent students, and final year students" - Mr. Sy said.

Aiming at the benefits of learners

Previously, many localities and schools still organized extracurricular activities for students and collected money. Since Circular 29 was issued, many schools have announced that they will stop teaching extra classes due to lack of funding to pay teachers.

Citing this issue, Deputy Minister of Education and Training Pham Ngoc Thuong said that when the circular was issued, there were localities that were lax, stopped supporting students... The Deputy Minister expressed his hope that, in the process of implementing Circular 29, leaders of the Departments of Education and Training and principals of schools would avoid extreme things. "If any province can advise the province to support funding for teachers participating in organizing these classes, the Ministry of Education and Training highly encourages" - Deputy Minister Pham Ngoc Thuong emphasized.

For Circular 29 to truly come into life, according to Deputy Minister of Education and Training Pham Ngoc Thuong, "understanding and doing the right thing according to the responsibilities of all parties" is the decisive factor. Accordingly, for schools and teachers, the responsibility is to teach so that students can develop qualities and abilities that meet output standards. The inspection and evaluation must be accurate and sufficient to meet the requirements of the program.

For students who have not met the learning program and are confused in preparing for the transfer exams and high school graduation exams, the responsibility of the school and teachers is to support them. In particular, the efforts of the education sector alone are not enough, and there is still a great need for understanding, involvement, and supervision from parents and society.
