There is more than half a month left until the 2025-2026 school year begins. Before the new school year, I have two proposals as follows:
The Ministry of Education and Training needs to build a thematic bank
This year's high school graduation exam in Math is considered difficult for students. Most review teachers for students are based on the Ministry's illustration. Because self-composing is not popular and subjective in its wear and tear, it leads to incomplete forms, so the low results are obvious. Therefore, to review effectively, teachers must have a source of the topic. Therefore, I propose that the Ministry build a central bank.

The research bank includes: Intermediate and final exam questions from grades 1 to 12 for all subjects. From the exam bank, teachers nationwide will have the opportunity to exchange experiences and approach the common ground when teaching; students have resources to review and supplement their own knowledge; many schools rely on that to prepare exam questions to suit and narrow the qualifications of regions.
In the form of compiling the exam, in my opinion, the Ministry needs to provide a matrix of the exam that teachers prepare themselves to put on the exam bank. The Ministry established a professional committee to assess and use newly qualified questions. To maintain the bank, the Ministry must pay for projects that meet requirements. If a bank is established, I believe that there will be many teachers participating.
Before establishing a Math bank, the Ministry needed a Math problem and I boldly proposed that the matrix of the 12th grade Math problem be:
Part I has 12 questions corresponding to 3 points, all of which are in the 12th grade program with the requirement of recognition and understanding.
Part II has 4 big questions corresponding to 4 points with the requirement of low understanding and application.
Part III has 6 questions corresponding to 3 points and the requirements are applied highly for the purpose of university admission.
In short, in my opinion, a successful exam is when the score of 10 and the disabled point are only counted on the fingers, the average score ranges from 5 to 5.5 points and the highest common score is from 6 to 7 points.
A successful exam when the general scores of the subjects must be equivalent, if there are difficult subjects, it can easily lead to difficulties in admission for combinations. To do so, the team must standardize the test using practical tests through many students and repeatedly testing. The structure of the exam needs to demonstrate stability for many years to avoid surprising teachers and students.
Admission to public grade 10 by admission method
In recent years, the entrance exam for grade 10 in some localities has been very tough and competition is fiercer than university admission. Students who want to enter public schools must take an entrance exam organized by the Department of Education and Training.
The high competition rate makes the competition stressful and stressful for students, parents, and teachers. On the National Assembly forum, a number of delegates raised this issue.
Many parents expressed their desire to eliminate the 10th grade entrance exam and instead consider admission so that their children would not have to work hard. In my opinion, admission to grade 10 through the admission method has many advantages such as: Reducing learning pressure for students, middle school students undergo many regular, midterm, periodic tests and transcripts as a basis for admission, saving local costs.
Currently, some (old) localities such as Ca Mau, Gia Lai, Vinh Long and Lam Dong are enrolling in grade 10 through the admission plan. Lam Dong province (old) has used this method for more than 10 years and has had high school graduation results with a high ranking. Thus, the important thing is how to organize teaching and learning to achieve high results, not whether it is for exams or not.
In short, for admission to grade 10 through the admission plan, each locality must develop a plan to suit their locality, students from each ward and commune will study in that ward and commune. The school is responsible for the teaching results of its school to the department leaders.
