The flexible salary arrangement for newly hired lecturers and teachers in accordance with Decree No. 115/2020/NĐ-CP and Decree No. 85/2023/NĐ-CP of the Government.
Member universities have regulations to support new lecturers and researchers. For example, the University of Economics is a self-managing unit, supporting newly hired lecturers and researchers with 1,500,000 VND per person per month for master's degree holders and 2,000,000 VND per month per person for doctoral degree holders for the first three years; newly hired lecturers at the University of Science and Technology will be supported with accommodation at the University for the first year if they do not have a house in Da Nang...
Creating conditions for lecturers to meet the standards to be promoted to professional titles, to participate in the selection to be promoted to higher professional titles and to receive higher salaries, to have policies that deserve to be commended to encourage and create motivation for lecturers to strive and make efforts...
However, Mr. Bac assessed that the recruitment and development of the lecturer team still faces many difficulties.
The first difficulty is related to the income of lecturers. Low income is causing difficulties in recruiting lecturers.
"The salary system is still inconsistent, not commensurate with the position and dignity of university lecturers. Decree No. 85/2023/NĐ-CP of the Government stipulates that university lecturers require a master's degree or higher (approximately 6 years of study). However, the salary is lower than that of other professional titles (4 years), which will result in a lower recruitment rate of lecturers with a master's degree or higher, affecting the policy of attracting young lecturers with a master's degree or higher." - Mr. Bac analyzed.
In addition, the state budget allocated to educational institutions is decreasing gradually in accordance with the increasing autonomy in financial management, the main source of income for universities is tuition fees. However, in recent years, tuition fees have not increased, limiting the resources for educational activities, attracting talent.
The next difficulty is the implementation of Project 89 (Project to Enhance the Capacity of Lecturers and Management Staff of Higher Education Institutions to Meet the Requirements of Comprehensive Reform of Education and Training, 2019-2030) such as: Low support funds; Some institutions outside the country require tuition fees before the time the Ministry of Education and Training allocates funds, resulting in some lecturers not having enough conditions to pay tuition fees on time and withdraw from the project; Some lecturers still face difficulties in finding supervisors and training institutions...
From the above shortcomings, Vice Rector of Da Nang University proposed to the Government, the Ministry of Education and Training, and relevant agencies to adjust the salary system to be commensurate with the position and dignity of university lecturers, ensuring that the salary of lecturers is at least equal to or higher than that of other professional titles.
At the same time, grant maximum autonomy to educational institutions to work on lecturer recruitment; increase support funds for lecturers to study and increase short-term scholarship programs, lecturer exchange programs.
