This is the first project to be implemented according to the new policy of the Politburo on investment in the construction of 248 boarding schools for primary and secondary schools in the border communes of the mainland.

Speaking at the groundbreaking ceremony, General Secretary To Lam emphasized: "This is a project of the people's heart, for the future of our children, there must be no delay or spreading".
The General Secretary also suggested that the Provincial Party Committee, People's Committee of Dien Bien province and Si Pa Phin commune need to resolutely participate, considering this a particularly important political task, which must be done well, quickly and effectively.
After more than a month of construction, the construction site of Si Pa Phin Primary and Secondary School is taking place very urgently and urgently. More than 30 specialized machines are operating continuously, leveling each layer of soil and rock to create a flat surface.
Items such as: Power stations have been completed, materials are continuously transported and gathered at the construction site. Hundreds of engineers and workers worked tirelessly day and night, despite harsh construction conditions.
Recently (September 7), present directly inspecting the actual construction progress of the Si Pa Phin Primary and Secondary School, Mr. Bui Van Luyen - Director of the Dien Bien Department of Construction, emphasized that the acceleration of progress must go hand in hand with quality assurance, absolutely comply with legal regulations on construction quality management and labor safety.
This is not only an ordinary construction but also a symbol of change in education in the border area, promising to bring a spacious and modern learning environment to students - Mr. Bui Van Luyen said.
However, the leaders of the Department of Construction said that this is a special public investment project, with a completion date before entering the second semester of the 2025-2026 school year. This also poses a high requirement for construction units and supervision consultants on a sense of responsibility, proactiveness and determination in organization and implementation.
The Si Pa Phin Primary and Secondary School project is built in Nam Chim 1 village, Si Pa Phin commune. The project has a total investment of 228.5 billion VND (support capital from Hanoi City and socialized capital of 220 billion VND; local budget balance capital of 8.5 billion VND).
The project is invested by the Project Management and Land Fund Development Board of Area 5, a Group B project, a level III civil project. The minimum life of use according to the design of the main project is 50 years.
According to the design, the school has a new construction scale of 31 classrooms; 1 room for educational equipment, 1 school counseling room and support for education of students with disabilities; 14 subject classrooms, 1 library room; about 120 boarding rooms for students, 15 public rooms, living rooms for parents...
The project not only solves immediate learning needs, limiting the situation of students dropping out of school, but also creates a foundation to improve the quality of comprehensive education for ethnic minority students in border areas.
