The General Secretary stated that the investment policy to build 248 inter-level boarding schools is a correct policy with profound humanitarian significance, demonstrating the special attention of the Party and State to people in border areas, remote areas, and areas with many difficulties.
Building schools not only to help children have better learning conditions, but also to aim for the long-term goal of improving the quality of life of people on the border, contributing to preserving national sovereignty from the root, that is, people, a community of residents attached to land, forests, and border markers.
In order for the project of Si Pa Phin Primary and Secondary School to soon become a reality, contributing to the successful implementation of the Party's policy, the General Secretary suggested that the Provincial Party Committee, People's Committee of Dien Bien province and Si Pa Phin commune should resolutely get involved, considering this a particularly important political task, and must do it well, quickly and effectively.

The Si Pa Phin Primary and Secondary School Inter-level School project is a group B project with a total investment of VND 220 billion (excluding compensation and site clearance costs) from support capital from Hanoi City and socialized capital.
The project is implemented in Nam Chim 1 village, Si Pa Phin commune. The implementation period and progress for 2025-2026 are invested by the Department of Education and Training of Dien Bien province.
The investment scale is expected to build 31 new classrooms; 1 room for educational equipment, 1 school counseling room and support for the education of students with disabilities; 14 subject classrooms, 1 library room; about 120 boarding rooms for students, 15 public rooms, living rooms for parents...
