Accordingly, the arrangement of staff must be consistent with job positions, school size, number of students and task requirements; prioritize the use and reasonable arrangement of existing staff.
Where there is a surplus or shortage of human resources, transfer, assignment, and transfer will be carried out according to management decentralization.
For management officials, the principle of 1 principal/school is implemented. Personnel are selected first from the current principal or vice principal in charge at schools subject to arrangement.
In case there is no suitable personnel on the spot, consider sources from other places.
Surplus principals are arranged for deputy positions or other job positions suitable to their expertise and capacity. The selection of management staff is based on qualities, capacity, prestige, work achievements, professional qualifications and actual requirements.
For teachers, schools after merger will receive the existing staff in its entirety, basically maintaining stability and assigning appropriately according to job positions, subjects, educational activities and class size.
In case of surplus or shortage of teachers between units, they will be transferred, assigned or transferred from the surplus area to the shortage area.
For educational support personnel, priority is given to on-the-spot arrangement according to job positions and actual requirements.

Accounting staff are selected from the most suitable capable person to be the new school's accountant; the rest are arranged to be cashiers or perform other tasks as prescribed.
Surplus personnel are prioritized to be arranged in the remaining positions, focusing on supplementing border boarding schools, boarding ethnic minority schools and boarding ethnic minority schools.
In case there is still surplus, the People's Committees of communes and wards shall review and compile a list to send to the Department of Education and Training for synthesis, and coordinate with the Department of Home Affairs to advise on mobilization, transfer or arrangement in other localities.
If there is still surplus after implementing the plans, the regime and policies will be resolved according to regulations.
The Provincial People's Committee assigned the Department of Education and Training to take the lead in reviewing and advising on staff arrangement; the Department of Home Affairs to guide on staffing and policies for redundant personnel.
People's Committees of communes and wards develop plans to arrange staff under their authority, ensuring publicity, transparency and not affecting the quality of education.
