Lao Cai reviews, not letting textbooks lack in the new school year

Lao Cai - The Provincial People's Committee requests a review of the textbook situation for the 2026-2027 school year, not allowing book shortages to affect teaching and learning.

On September 13, information from the People's Committee of Lao Cai province, the province has just issued a document requesting agencies, units, and localities to urgently review the supply situation of textbooks for the 2026-2027 school year, ensuring that all students in the area have enough books before September 15.

The Provincial People's Committee assigned the Department of Education and Training to preside over and coordinate with the People's Committees of communes, wards and related units to specifically review at each educational institution, each grade level, subject and book title.

The review must compare the number of books registered and supplied with actual needs; accurately determine the number of students who do not have enough books and the number of missing books per book title.

In which, special attention is paid to schools in mountainous, remote, and isolated areas with difficult socio-economic conditions and students who are eligible for support, provision or loan of books.

For cases of shortage, the Education sector must clearly identify the causes, quantity, supply units and handling plans.

At the same time, coordinate with Vietnam Education Publishing House and publishing units to transfer books from surplus to shortage, and supplement them promptly.

While waiting for new printed books, educational institutions can exploit electronic textbooks and use old textbooks that are still suitable, to ensure that learning is not interrupted.

The Provincial People's Committee also requires publicizing and updating information about distribution points, stores with textbooks, addresses, contact phone numbers, purchase methods and focal points for receiving and processing feedback so that students and parents can easily access it.

People's Committees of communes and wards are required to direct schools to review to each student, each class, each book; proactively coordinate to immediately handle cases of book shortage, prioritizing students in difficult circumstances and students in highlands, remote and isolated areas.

The Department of Education and Training will summarize the review results and report to the Provincial People's Committee before September 30, 2026.

At the same time, coordinate with the Department of Finance to research and advise on the roadmap for implementing the policy of free textbooks for students according to the direction of the Government, in accordance with the actual conditions of the locality.

Relevant departments and agencies are assigned to coordinate to ensure supply, control prices, markets, handle fake and pirated books and arising issues, in order to ensure the learning rights of students in the 2026-2027 school year.
