Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc signed Decision No. 1038/QD-TTg dated June 11, 2026 of the Prime Minister promulgating the list of public non-business units under the Ministry of Construction.
Accordingly, 30 public non-business units under the Ministry of Construction include:

4. Institute of Construction Economics.
5. National Institute of Urban and Rural Planning.
6. National Institute of Architecture.
7. Vietnam Aviation Academy.

9. Ho Chi Minh City University of Transport.
10. University of Transport Technology.
11. Hanoi Architectural University.
12. Ho Chi Minh City University of Architecture.
13. Central Vietnam University of Civil Engineering.
14. Western University of Civil Engineering.
15. Ho Chi Minh Road Project Management Board.
16. Thang Long Project Management Board.
17. Project Management Board 2.
18. Project Management Board 7.
19. Project Management Board 85.

The above decision takes effect from June 11, 2026; replacing Decision No. 181/QD-TTg dated February 19, 2024 of the Prime Minister promulgating the list of public non-business units under the Ministry of Transport and Decision No. 996/QD-TTg dated August 25, 2023 of the Prime Minister promulgating the list of public non-business units under the Ministry of Construction.
The decision clearly states that Lilama 1 Vocational College, Sam Son Nursing - Rehabilitation Center under the Ministry of Construction will continue to maintain operations and be allocated operating funds in the state budget estimate of the Ministry of Construction until the completion of the original transfer to local management.
The Ministry of Construction shall preside over and coordinate with relevant agencies and Ninh Binh Provincial People's Committee, Thanh Hoa Provincial People's Committee (where the headquarters of public non-business units are located) to urgently carry out the restoration of Lilama 1 Vocational College and Sam Son Nursing - Rehabilitation Center to local management, completing before December 31, 2026.
