Ms. Pham PH.A (Dak Lak) asked, after Circular No. 13/2024/TT-BGDDT takes effect, in the case of teachers considering promotion to the professional title of Secondary School Teacher rank II (V.07. 04.31), if they already have a master's degree, how many years does it take to hold the professional title of Secondary School Teacher rank III?
Regarding this issue, the Ministry of Education and Training said that, according to the provisions of Clause 1, Article 25 of Decree No. 93/2026/ND-CP dated March 31, 2026 of the Government detailing and guiding the implementation of a number of articles of the Law on Teachers, cases of secondary school teachers being considered for promotion according to projects and plans approved before June 30, 2026, continue to implement the regulations on professional title standards that the Minister of Education and Training has issued, including:
Circular No. 03/2021/TT-BGDĐT dated February 2, 2021 of the Minister of Education and Training stipulates codes, professional title standards and appointments, salary rankings of teaching staff in public secondary schools.
Circular No. 08/2023/TT-BGDDT dated April 14, 2023 of the Minister of Education and Training amending and supplementing a number of articles of Circulars No. 01/2021/TT-BGDDT, 02/2021/TT-BGDDT, 03/2021/TT-BGDDT, 04/2021/TT-BGDDT dated February 2, 2021 stipulates codes, professional title standards and appointments, salary rankings for teaching staff in public preschool and general education institutions.
Accordingly, Clause 4, Article 10 of Circular No. 03/2021/TT-BGDĐT has been amended and supplemented in Clause 10, Article 3 of Circular No. 08/2023/TT-BGDĐT: "In case teachers participate in the exam or consideration for promotion to the professional title of Secondary School Teacher rank II (code V.07. 04. 31) if they already have a master's degree meeting the training standards of Secondary School Teacher rank II and have held the professional title of Secondary School Teacher rank III (code V.07. 04. 32) or equivalent for 6 (six) years or more (excluding probationary period) up to the date of expiry of the deadline for submitting applications for registration for the exam or consideration for promotion, they are determined to meet the requirements for the term of holding rank as prescribed in point k, Clause 4, Article 4 of this Circular".
Therefore, if Ms. P.H. A is holding the professional title of Secondary School Teacher rank III and has a master's degree meeting the training standards of secondary school teachers, then she only needs to hold the rank for 6 years to be determined to meet the requirements for the term of holding rank III when registering for promotion to rank II.
