New direction of the Ministry of Education and Training on merging schools, resolving regimes for redundant officials

The Ministry of Education and Training has just continued to have new directions related to school merger, including proposing 2 models for piloting.

Deploying 2 pilot models

According to document No. 4054/BGDĐT-GDPT sent to the People's Committees (UBND) of provinces and cities on promoting the arrangement of the network of public preschool, general, and continuing education institutions in accordance with the two-level local government, the Ministry of Education and Training (MOET) requests localities to promote the arrangement of the network of public preschool, general, and continuing education institutions in accordance with the two-level local government model.

The arrangement needs to shift the focus from reducing mechanical focal points to restructuring the network of educational institutions according to population size, population distribution, creating favorable conditions for learners and improving the quality of education.

In particular, the Ministry proposed 2 models for piloting phase 1 (operating from July 1, 2026) including:

Model 1 - A large-scale single-level school (or Continuing Education Center) with branches: The structure includes 1 main school with branches and school points.

Model 2 - Large-scale multi-level general education school: Implemented at 1 location or different locations; structure includes 1 main school, with branches and school points with many levels of education.

According to the Ministry of Education and Training, pilot models must operate effectively, shift focus from management to effective governance, strengthen the application of information technology to reduce pressure on administrative procedures, be transparent, smooth and controlled and counted on a centralized digital platform.

Restructuring personnel, resolving policies for redundant staff

Along with the implementation of the pilot model, the Ministry of Education and Training requests localities to restructure the personnel team and improve the management capacity of educational institutions.

Implement innovation in management methods and strengthen autonomy. Restructure to select personnel with sufficient capacity, experience, qualifications, suitable for leadership and school management positions; decentralize, delegate power and enhance the accountability of the head.

At the same time, solve policies for redundant management staff and support personnel; ensure and reasonably regulate the teaching staff.

The Ministry of Education and Training also requested localities to strengthen communication work, create social consensus. At the same time, it requested the Provincial People's Committee to direct the implementation of phase 1 to pilot large-scale educational institution models suitable to the actual situation to comprehensively assess, form, and complete management work according to each model before implementing and replicating.

Departments of Education and Training shall take the lead in coordinating with the Department of Home Affairs and the Department of Finance to rationally transfer the teaching staff; advise on plans to arrange and resolve regimes for redundant support personnel (accountants, clerks, cashiers).

Previously, in 2025, the Ministry of Education and Training issued two documents including Official Dispatch 6165/BGDĐT-GDPT in 2025 and 6365/BGDĐT-TCCB in 2025 on guiding the arrangement of preschool, general and continuing education institutions. In which, the Ministry noted that the merger of schools must be suitable to reality, and the teacher transfer plan must ensure stable staff.
