Proposing to clarify the change of title and the basis for ranking teachers' salaries
The Ministry of Education and Training has just announced a summary of receiving and explaining comments on the Decree detailing a number of articles of the Law on Teachers.
Regarding the conversion table for titles equivalent to teachers, provinces: Quang Tri, Dak Lak, Tuyen Quang, Ninh Binh; higher education institutions propose to clearly stipulate the conversion from old professional titles (ranks I, II, III) to new teacher titles (principal teacher/lecturer, Senior level) to serve as a basis for supplementing, arranging salaries immediately and ensuring revenue not lower than benefit.
The Ministry of Education and Training said that, taking this content into account, the Drafting Committee has researched and developed principles for conversion based on competency standards, rank retention time and evaluation results. This content will be specified in Article 42 and Circulars guiding codes and salary rankings to ensure continuous rights for teachers.
From January 1, 2026, abolishing grade division I, II, III

From January 1, 2026, the Law on Teachers officially takes effect, removing the division of grades I, II, III and switching to new teacher titles.
The draft Decree detailing a number of articles of the Law on Teachers is expected to be transferred to the titles of teacher, principal teacher, and senior teacher.
The draft Decree clearly states that the appointment of teachers' titles is carried out when recruiting, receiving and changing job positions.
Teachers who are recruited, received and changed to any job position are appointed to the title of teacher corresponding to that job position. The appointment and change of the title of teacher must be based on the teacher's professional standards.
Ministers of Education and Training, Ministers of National Defense, and Ministers of Public Security shall stipulate codes, appointments, and salary rankings for teacher titles under their management authority.
The change of teacher title is associated with the change of job position, implemented in cases of considering transferring teacher titles and considering professional advancement of teachers.
Consideration of transferring the title of teacher in public educational institutions shall be carried out in accordance with the provisions of law on job position changes of public employees. Consideration of career advancement of teachers in public educational institutions shall be carried out in accordance with the provisions of this decree.
Non-public educational institutions shall specify the process and procedures for appointing and changing teacher titles for teachers under their management to ensure publicity and transparency.
Along with regulations on new teacher titles, the Draft also shifts from promotion to consideration for professional title promotion.
Accordingly, the consideration for professional promotion of teachers must be based on the job position and professional standards of teachers. For public educational institutions, the consideration for professional promotion of teachers must be consistent with the structure according to the professional title approved by competent authorities, except in cases of special promotion consideration.
Teachers are allowed to register for vocational promotion if the educational institution has a need and the teacher meets the professional standards of the teacher according to the provisions of law.
The teacher vocational promotion examination is organized on the principles of equality, publicity, transparency, objectivity and compliance with the law.
