Ministry of Education responds to proposal to allow extra classes at the primary level

The Ministry of Education and Training (MOET) has just announced a summary, explanation, and reception of comments from organizations and individuals on the draft Circular amending and supplementing Circular 29/2024/TT-GDDT.

The Ministry of Education and Training said that it has received comments from the Departments of Education and Training of Ho Chi Minh City, Hue City, Da Nang, Hai Phong and some opinions from individuals, schools and companies.

At Binh Hoa Elementary School, Binh Hoa ward, Ho Chi Minh City, Mr. Nguyen Trung Thanh (group of block 5) proposed that primary school students should still be allowed to take extra classes when parents have a need and when teaching, there should be supervision from the management level.

Agreeing with this view, Ms. Le Thi Ha (group of block 3) proposed clarifying "each subject" for primary school, because blocks 1–2–3 study for a short time, with low average intensity. A 40-minute extra class sometimes is not enough to tutor each weak student, especially for Math in grade 3.

Ms. Ha proposed an adjustment: Allowing the principal to consider increasing the number of periods to a maximum of 3 periods/week for students who have not completed tutoring and students studying harmoniously. However, this must be 100% agreed upon by parents and not put pressure on students.

Giving feedback from the practice of teaching grade 3, Ms. Ha said that the main needs of parents for extra classes are tutoring in Math and Vietnamese for students. Because most parents are children of workers who have to work overtime and do not have time to tutor their children. Some parents do not grasp the curriculum, so they cannot just teach their children.

Contributing opinions to the Ministry of Education and Training, 1 citizen said that the Draft Circular has many progressive points, strengthening transparency and tightening the management of extra classes and tutoring activities.

However, this person believes that some of the following contents need to be adjusted:

Regarding the regulation on the number of extra teaching hours/week (Point c Clause 4 Article 5), the regulation that each subject does not exceed 2 hours/week is appropriate, helping to avoid overload for elementary school students.

However, in reality, some subjects such as Math - Vietnamese in grades 4 and 5 have more support needs, especially for weak students.

Therefore, this person proposed to allow the principal to propose increasing the number of periods in cases where the class has many students who need support to supplement basic knowledge, especially, it is necessary to have written consent from parents.

Regarding this group of recommendations, the Ministry of Education and Training said that, according to the provisions of Circular No. 32/2018/TT-BGDDT promulgating the General Education Program, teaching 2 sessions/day is mandatory for the primary school level.

Schools must be responsible for building the school's education plan, ensuring the quality of education and organizing 2 sessions/day according to regulations. Therefore, Clause 1, Article 4 of Circular No. 29/2024/TT-BGDDT has stipulated not to organize extra classes for primary school students" - the Ministry of Education and Training affirmed.
