Hanoi adjusts the overall planning of the Red River urban subdivision

Hanoi - The Red River urban sub-area will serve the needs of resettlement and relocation for about 50,000 people.

Hanoi People's Committee has just issued a decision approving the task of Overall Adjustment of the Red River urban subdivision plan, scale 1/5,000, section from Hong Ha bridge to Me So bridge.

Location in wards: Thuong Cat, Dong Ngac, Phu Thuong, Tay Ho, Hong Ha, Bo De, Long Bien, Linh Nam; communes: O Dien, Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bat Trang, Thanh Tri, Nam Phu, Hong Van - Hanoi city.

According to the decision, the scope of planning adjustment research stretches about 40km along the Red River, through many wards and communes in districts and towns in the inner city area and the northern and southern belt of the city.

The total area for planning adjustment is about 11,000ha. The scale of research calculating flood prevention requirements is about 11,425ha.

According to the orientation of the Project on Adjusting the General Planning of Hanoi Capital to 2045, vision to 2065 approved by the Prime Minister in Decision No. 1668/QD-TTg dated December 17, 2024, the area for researching the preparation of the overall adjustment of the Red River urban sub-area plan belongs to the central urban area. The nature and function is the characteristic axis of water surface green trees, historical culture, and the main landscape of the central urban area.

The area for studying urban subdivision planning has the following main land use functions: Housing group land (including urbanized villages); mixed land; urban public service land; high school land; urban-level public green land; specialized green land, relic and religious land; security and defense land; water surface; traffic road land; technical infrastructure land... (specific functions will be determined in the process of urban subdivision planning based on compliance with the policy of the competent authority and current regulations).

The space on both sides of the Red River is identified as the characteristic space axis of the green corridor: water surface green trees, historical culture, the main landscape of the central urban area, with the main functions being public works, green parks, culture, tourism services, and symbolic entertainment of the Capital, serving festival and tourism activities.

Forming special and characteristic flood drainage spaces, suitable to the landscape characteristics of riverbanks and natural disaster prevention and control functions; ensuring the principle: not to upgrade existing embankment dykes, not to build new embankment dykes, not to build elevated roads to replace dykes; not to narrow flood drainage space, not to propose new dyke solutions in old dykes, not to change the goals and flood prevention and control standards of the river system that have been approved by the Prime Minister, and at the same time determine appropriate longitudinal elevations to ensure flood drainage safety and maintain natural drainage capacity according to the approved flood prevention and control plan and dyke planning. Prioritize 3 orientations: safety - ecology - traffic.

Developing transportation systems and technical infrastructure hubs in a modern and safe direction, ensuring systemicity and continuity in infrastructure connection. Technical infrastructure systems connected to the main road system and riverside road network system; urban connecting bridges on both sides of the river, connecting road and waterway transport, urban railways creating conditions and driving force for development for the region and the City, ensuring ecological adaptation and in line with the direction of flood prevention and safety. In the historical inner city area, transportation infrastructure must be linked to urban design to enhance landscape value.

Strongly rebuild existing residential structures in the area, combined with renovation at some suitable stable points; identify areas for "resettlement urban development", create housing and resettlement land funds to arrange for households after rebuilding existing residential structures as a basis for researching and proposing suitable urban development areas in areas on both sides of the Red River, ensuring synchronization of technical infrastructure, social and public infrastructure and in line with the direction of civilized and modern development.

Preliminary forecast to 2045, the population of the planned area is about 300,000-350,000 people, including the additional population to serve urban reconstruction and resettlement needs. Land use indicators, technical infrastructure, and social infrastructure will be specifically determined in the process of preparing plans, complying with national standards and sustainable development orientations of the Capital.

The population and labor scale is determined based on balancing the load capacity indicators of residential land according to the approved Red River urban subdivision plan, the urban reconstruction capacity to meet requirements for social infrastructure and technical infrastructure. The expected population scale according to the Red River subdivision plan approved in 2022: Approximately 300,000 people; the expected population scale to supplement the new construction land fund to serve urban reconstruction, resettlement needs, and migration for the area and city: approximately 50,000 people (if any) (excluding the population of Long Bien - Cu Khoi beach under Urban Subdivision Plan E4).

The specific population scale will be considered in the process of researching and preparing the overall adjustment of the Red River urban subdivision plan.
