Research mechanisms and policies for mobilizing and rotating teachers between localities to fundamentally solve the situation of local teacher surplus and shortage and improve the quality of education for disadvantaged areas.
Teacher salaries are given the highest priority

Develop, improve the quality and standardize the team of teachers and educational administrators at all levels; ensure a sufficient number of teachers according to prescribed norms; Research mechanisms and policies for mobilizing and rotating teachers between localities to fundamentally solve the situation of local teacher surplus and shortage and improve the quality of education for disadvantaged areas.

Promote democracy, respect creative freedom, academic expertise, and promote ethics and responsibility of teachers.
Continue to innovate management mechanisms, ensuring adequate facilities and financial resources for education and training development; Ensure state budget spending on education and training accounts for at least 20% of total state budget expenditure as set out in Resolution No. 29-NQ/TW.
