Recently, the Ministry of Education and Training has received many questions from people related to tuition support policies.Among them, there was a question from Ms. Kim Ngan.
Ms. Ngan asked: "Students with household registration in extremely disadvantaged villages, communes in region III go to school at a school located in a commune in a commune in a region I; students with household registration in a particularly disadvantaged village, commune in a region 3 but temporarily residing in a commune in a region I, studying at a school located in a commune in a region I, are entitled to study support according to Decree No. 81/2021/ND-CP?".
The Ministry of Education and Training responds to this issue as follows:
On September 3, 2025, the Government issued Decree No. 238/2025/ND-CP replacing Decree No. 81/2021/ND-CP dated August 27, 2021 regulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies for exemption, reduction of tuition fees, support for learning costs; service prices in the field of education and training.
Accordingly, Clause 4, Article 17 of Decree No. 238/2025/ND-CP stipulates the subjects eligible for study costs as follows:

"Children in preschools, high school students, and students studying at continuing education institutions under the general education program that they and their parents or guardians (in case of residence with a guardian) have permanent residence and are studying at educational institutions in particularly difficult villages/hamlets, communes in region III of ethnic minority and mountainous areas, communes with special difficulties in coastal areas, coastal areas and islands as prescribed by competent authorities or studying at educational institutions in other localities as prescribed by local authorities in cases in particularly difficult villages/hamlets, communes in region III of ethnic minority and mountainous areas, communes with special difficulties in coastal areas, coastal areas and islands without educational facilities".
The Ministry of Education and Training recommends that you compare the above regulations, if you meet the conditions, you will enjoy the study cost support policy.
In case students have a permanent residence in a particularly difficult village, a commune in region III go to school in a commune in region I (and are living in region I) or students temporarily residing in a commune in region I go to school in a commune in a commune in region I, they will not enjoy the study cost support policy as prescribed in Clause 4, Article 17 of Decree No. 238/2025/ND-CP mentioned above.
