The Ministry of Education and Training is soliciting comments on the draft decree detailing and guiding the implementation of a number of articles of the Law on Higher Education. The time for collecting opinions is until December 28.
The Ministry of Education and Training said that the names of higher education institutions have not been specifically regulated. This is a problem that needs to be resolved. Therefore, the naming of higher education institutions and the classification of foreign educational institutions in Vietnam are included in the Draft Decree.

According to the Ministry of Education and Training, the general principle when naming a university, the classification of a foreign educational institution in Vietnam is the name that causes confusion about the type, ownership, scope of operation, management agency, quality or status of a higher education institution; do not use the term to express title or ranking.
Do not use similar words or symbols that cause confusion with the names of state agencies; armed forces units; socio-political organizations; vocational education and training institutions or other domestic higher education institutions; or foreign educational institutions.
The name must represent the correct legal type, degree granted rights and training level according to the provisions of law; the use of the words "University", "college", "school" must be consistent with the conditions for establishment and organizational structure approved by competent authorities.
The name must not use words or phrases of "national" or expressing special status ( "international", "national", "Vietnam", "Ho Chi Minh", " International", "National", "State") unless considered and decided by competent authorities.
The Ministry requires that the names of universities must be in Vietnamese, except in cases where educational institutions are established under the Agreement between the Government of Vietnam and foreign governments. Vietnamese names include: phrases to determine the type of higher education institution (University, university, vocational school); phrases to determine the field and training profession (if necessary); proper names, which can be domestic place names or the names of famous cultural and historical figures.
Do not combine Vietnamese and foreign languages in the name of Vietnamese; the words used must have meaning, standards, and be commonly used in Vietnamese.
Foreign language names or international transaction names must be equivalent to Vietnamese names; the level, position or type must not be increased compared to Vietnamese names.
The internet domain name, commercial name, and abbreviation used in the transaction must be consistent with the Vietnamese name and the foreign language name; in case of using abbreviations, it must be ensured that it does not cause confusion with other educational institutions.
Higher education institutions are responsible for registering and publicizing official names, abbreviations, foreign language names and domain names for training activities, ensuring unified and transparent management.
Regarding the classification of foreign higher education institutions in Vietnam, the Ministry requires the mandatory classification name to include the following elements: the name of the foreign higher education institution in Vietnamese; the national name where the higher education institution was established; the phrase "Distribution" attached to the corresponding place name.
The foreign language name of the classification must include the full name: name of the foreign higher education institution; national name of that higher education institution; phrasal words "Campus" or "Branch campus" with the corresponding place name.
The classification of not to use the name or term that can be misunderstood as a public service facility, national facility or facility sponsored by the Vietnamese Government, including the words: "National", "State", "F Federal", "Royal", "Government", or similar words unless considered and decided by competent authorities.
Do not name the classification in a way that creates an impression that the classification is "international", "governmental" or has the right to issue a special certificate if not permitted by a competent authority.
Regarding the classification of Vietnamese higher education institutions, the Ministry plans to include: Combined words "distributed"; name of higher education institutions; local names where classification is located.
The classification name must accurately reflect the scope of authority and functions according to the regulations of the competent authority; the level, authority or type must not be expressed higher than the parent facility.
The foreign language name of the program must be translated corresponding to the Vietnamese name, using the phrase "Campus" or "Branch campus" along with the corresponding place name.
The use of full-name names, place names or words that create impressions of the university is not allowed, unless approved by competent authorities.
