Arrange and merge medical schools
Many localities across the country are developing plans to merge and reorganize the network of public universities, colleges and secondary schools, aiming to improve operational efficiency and training quality.
Among the universities and colleges implementing the arrangement and merger plan of localities, there are many medical and pharmaceutical schools.
The University of Medicine and Pharmacy, Hue University has just held a ceremony to announce the Prime Minister's Decision on merging Hue Medical College into the University of Medicine and Pharmacy, Hue University.
The school continues to train college-level health workers according to social needs, especially serving the Hue City health system until new regulations from the Government, the Ministry of Education and Training, the Ministry of Health and related legal documents are issued.

Thai Nguyen University of Medicine and Pharmacy also just held a ceremony to announce the Prime Minister's Decision on merging Thai Nguyen Medical College under the People's Committee of Thai Nguyen province into Thai Nguyen University of Medicine and Pharmacy.
According to Deputy Minister of Education and Training Pham Ngoc Thuong, the merger decision contributes to optimizing resources, taking advantage of the strengths of both units, further improving training quality, expanding training scale and increasing competitiveness in the context of increasingly changing education. The vision is to build a prestigious university, a creative, modern learning and research environment, competitive enough in the international arena.
Phu Tho province has also decided to merge Hoa Binh Medical College into Phu Tho Medical College (under the Provincial People's Committee), and at the same time, based on the development plan to research and build Phu Tho University of Medicine and Pharmacy in the 2026-2030 period.
According to the Ministry of Health's proposal on the plan to reorganize the system of public service units in the health sector in the spirit of Resolution No. 18-NQ/TW of the Central Committee on streamlining the organizational apparatus, Hai Phong University of Medicine and Pharmacy will receive Hai Duong University of Medical Technology, while Hai Duong Central College of Pharmacy will merge into Hanoi University of Pharmacy.
Key universities still under the Ministry of Health include: Hanoi Medical University; Vietnam Academy of Traditional Medicine and Pharmacy; Hanoi University of Pharmacy; Ho Chi Minh City University of Medicine and Pharmacy; Can Tho University of Medicine and Pharmacy; Thai Binh University of Medicine and Pharmacy; Nam Dinh Nursing University; Hai Phong University of Medicine and Pharmacy; University of Public Health; Da Nang University of Medicine and Pharmacy Technology.
On the side of the Ministry of Education and Training, the Ministry is assigned to develop a project to rearrange educational - training and vocational education institutions and a project to transfer a number of higher education and vocational education institutions to localities. It is expected that the project will be submitted to the competent authority in 2026.
Will merge colleges into pedagogical universities
Regarding the arrangement and merger of pedagogical colleges and universities, Minister of Education and Training Nguyen Kim Son said that in the planning of universities, colleges, and the system of pedagogical colleges in the coming time, there will be only 3-4 schools, the trend of pedagogical colleges will be merged into pedagogical universities.
In the pedagogical university, there will be training for preschool teachers at the college level. How and what is required for training requires separate and specific regulations to avoid universities "massively enrolling at college level" causing inactivity and reducing the ability of colleges to enroll.
