The Department of Education and Training (DET) of Ho Chi Minh City has just announced the content of the Draft Regulations on extra teaching and learning in the area, collecting comments from educational institutions before October 31.
According to the Department, extra teaching and learning are a practical need and tend to be high, coexisting with the education sector.
The problem of extra teaching and learning is affected and affected by many subjects (students, parents, teachers) and there are pressures and desires of society for students to study.
Currently, in the city, there are two basic types of additional teaching and learning: additional teaching and learning organized in schools and additional teaching and learning organized outside of school.
extracurricular teaching is diverse in types: after-school cultural development center, extracurricular teaching center, extracurricular teaching center, home teaching group, tutoring.
The Ho Chi Minh City Department of Education and Training assessed that the management of extra teaching is very complicated and partly facing many difficulties, making it difficult to strictly manage.
"Social opinion still has many conflicting opinions. extra teaching and learning comes from the needs of students and teachers, but there are also many potential problems such as pressure to study, finance, and improperly teaching extra can cause negative consequences such as pressure, stress, imbalance between studying and playing, and affecting students' ability to self-study. extra teaching and learning can reduce the quality of education in class, because teachers focus on extra teaching instead of regular teaching," the draft states.
According to Mr. Cao Duc Khoa - Principal of Nguyen Du Secondary School, extra teaching and learning is actually a real need of parents and students.
"Some parents want their children to take extra classes to consolidate their knowledge, especially those who aim to take exams to specialized schools and high-quality schools. This is a legitimate need. However, there are also concerns about the practice of extra teaching, causing pressure, or originating from the purpose of increasing teachers' income. Therefore, the appropriate solution is not to completely ban but to manage correctly, clearly and transparently," said Mr. Khoa.
