The Ministry of Education and Training (MOET) has issued regulations on secondary and high school enrollment from 2025.
Accordingly, for grade 10 admission, localities can choose to conduct entrance exams, review admissions or combine them. If there is an entrance exam, the exam includes Math, Literature and a third subject (or a combined exam). This subject is selected by the Department of Education and Training from subjects assessed by scores, but no subject can be selected for more than three consecutive years.
Currently, some provinces and cities have informed about the third subject for the 10th grade entrance exam in 2025.
5. Hai Duong
The Department of Education and Training (DET) of Hai Duong province has just announced the third subject of the 10th grade entrance exam for the 2025-2026 school year. English is chosen as the third subject.
In recent years, Hai Duong has reduced the number of subjects for the 10th grade entrance exam from 4 to 3, including Math, Literature, and English. Therefore, the upcoming 10th grade exam will basically keep the same number of subjects as previous years.
Hai Duong is also the first province in the North to announce a third exam subject for grade 10.
4. Quang Nam
Mr. Nguyen Hoang Nam, Deputy Director of the Department of Education and Training of Quang Nam, commented that the new regulation of the Ministry of Education and Training has reconciled two streams of opinion, between wanting to maintain the third subject of English and preventing lopsided learning. Provinces and cities can change the third subject every year or fix the subject of English for three years, depending on the need.
For Quang Nam, he believes that English is a suitable choice, helping to motivate and encourage students to increase their study of this subject in the context of international integration and making English the second language in schools.
3. Khanh Hoa
Khanh Hoa Province Department of Education and Training also plans to have English as the third subject for 10th grade entrance exam.
2. Tien Giang
Mr. Le Quang Tri, Director of the Department of Education and Training of Tien Giang province, acknowledged that students need to be good at English to access documents and information during their studies. When entering the labor market, they need to use this language to work and communicate.
Therefore, for many years, Tien Giang has maintained three 10th grade exam subjects: Math, Literature, and English.
This department expects that by 2025, the third subject for grade 10 entrance exams may still be English, after that, the unit will have the next plan.
1. Ho Chi Minh City
Previously, right after the Ministry announced the new regulations, Ho Chi Minh City said it would choose English as a subject for the 10th grade exam.
In general, many local leaders support the option of taking 3 subjects to enter grade 10.
Four localities planning to choose English as the third subject for 10th grade admission said they will soon submit their plans for the People's Committee to finalize and announce the third subject at the end of the first semester or after Tet.
Previously, the 10th grade exam was initiated by the locality, including the number of subjects. However, 2025 is the first year that students under the new general education program (2018 program) graduate. The Ministry of Education and Training believes that there should be common regulations to unify nationwide.
At the end of September 2024, the Ministry first proposed taking three exams, with the third subject drawn randomly, but was opposed by public opinion.
In the draft in October, the Ministry removed the use of this term, but it is expected that the third exam subject will be changed every year to avoid biased learning and rote learning.
