On December 3, according to the Government Electronic Information Portal, the Project on rearranging administrative units at district and commune levels in Ninh Binh province for the 2023-2025 period has just received high consensus from the National Assembly's Law Committee.
Notably, up to now, the Project dossier on rearranging administrative units at district and commune levels in Ninh Binh province for the period 2023-2025 has been approved by the Government.
According to this project, at the district level, Hoa Lu district and Ninh Binh city will be merged to form Hoa Lu city.
For the commune level, after the arrangement, 16 new commune-level administrative units will be formed, 1 district-level administrative unit will be reduced and 18 commune-level administrative units will be reduced.
Up to now, the process of preparing the Project on rearranging administrative units at district and commune levels of Ninh Binh province has been assessed to ensure compliance with the prescribed procedures.
Information at the plenary session held by the Law Committee at the end of November 2024 showed that the Project received voters' opinions and opinions of People's Councils in administrative units directly affected with a high approval rate and the results of the voter consultation were also announced on the Government's electronic information portal.
Regarding the standards of administrative units formed after the arrangement, Hoa Lu city formed after the arrangement meets the standards on natural area, population size, structure and level of socio-economic development as prescribed in Resolution No. 1211 and Resolution No. 35.
However, regarding urban classification standards, Hoa Lu city has not yet been assessed and classified as an urban area in accordance with the standards of a provincial city according to regulations.
According to the Project, the Government and Ninh Binh provincial authorities propose to apply the provisions in Clause 5, Article 2 of Resolution No. 50 and commit to completing the urban classification for Hoa Lu city before December 31, 2024.
On the basis of applying the regulations on urban classification with special factors, which are the areas planned to form urban areas and affiliated urban areas to preserve and promote the unique values of the ancient capital and tangible cultural heritage recognized by UNESCO (Point d, Clause 2, Article 9 of Resolution No. 1210), the area planned to establish Hoa Lu city can basically meet the criteria of a type I urban area.
Regarding the number of surplus cadres, civil servants, public employees, and non-professional workers at district and commune-level administrative units, the surplus of 60 people at the district level is expected to be arranged to work at agencies and units in the political system in the province; and the surplus of 369 people at the commune level is expected to be resolved within 5 years.
The Project and draft plan of the Provincial People's Committee also reviewed, counted and had a plan to resolve the surplus headquarters and public assets within 3 years.
At the above meeting, the Law Committee highly agreed with the Government's Proposal, approved the establishment of Hoa Lu city, and basically agreed with the plans to arrange administrative units at district and commune levels of Ninh Binh province in the period of 2023 - 2025. The Project dossier ensures sufficient conditions to be submitted to the National Assembly Standing Committee for consideration and decision.
